Cultural Capacity of Islamic Republic of Iran in General Diplomacy

پيشبرد سياست خارجي در جهان معاصر بيش از پيش به انگاره‌سازي‌ها و تصوير سازي‌ها وابسته شده و سياست خارجي و تامين اهداف و منافع ملي تا حدود زيادي به ميزان داشتن منابع و ابزارهاي قدرت نرم بستگي دارد. ديپلماسي عمومي‌نيز به‌عنوان يكي از منابع قدرت نرم و از ابزارهاي مهم سياست خارجي به دليل تحول در ساختار قدرت در جهان و جابجايي منابع قدرت از سخت به نرم از يك سو، و افزايش نقش افكارعمومي‌در مناسبات بين‌المللي، تاثيرگذاري فرهنگ بر روابط بين‌الملل و تاثيرگذاري مردم در تعيين سياست‌هاي داخلي و خارجي از سوي ديگر، نقش بسيار ممتازي را در اجراي سياست خارجي كشورها پيدا كرده است. در اين نوشتار سعي شده است؛ ضمن نگاهي گذرا به مفاهيم ديپلماسي عمومي، به ظرفيت‌هاي بالقوه و بالفعل جمهوري اسلامي‌ايران در حوزه فرهنگ نيز اشاره شود.

Implementation of foreign policy in our contemporary world is more and more based on imagination and speculation of decision makers. Achievements in Foreign policy and the attainment of national goals and national interests are depended mainly on the availability of resources and, now a day, on software power of nation.General diplomacy as one of the sources of software power and a tool of foreign policy due to the changes in world power structure and displacement of hardware power by soft one and also increasing influence of public opinion in international relation all of which has now led to the stronger public and cultural role in the formation of foreign policy. In this article, it is tried to have a look at the principles of general diplomacy, the capacity and the role of culture as influential factors on the Iranian foreign policy.
