توسعه آموزشي و كارآمدي حكومت (ميزان بهره‌مندي اقوام استان گلستان)

Educational Development and Governmental Efficiency Concerning the Welfare of the Tribes in Golestan Province

ايران به‌دليل دارا بودن جمعيت بالاي جوان و تنوع قومي از جمله در استان گلستان، نيازمند سياست گذاري و برنامه ريزي علمي و جامعه‌شناسانه و لحاظ تاثيرات انكارناپذير توسعه آموزشي بر حوزه سياسي است. به هر ميزان كه گسترش و تعميق زمينه‌هاي جامعه‌پذيري افراد جامعه و شهروندان با موفقيت همراه باشد، نظام سياسي از درجه كارآمدي و در پي آن مشروعيت و مقبوليت بالاتري برخوردار خواهد بود. هدف نوشتار حاضر، بررسي وضعيت توسعه آموزشي و ميزان بهره‌مندي اقوام تركمن‌ و سيستاني در استان گلستان طي سال‌هاي 90-1376 مي‌باشد. نتايج اين تحقيق نشان مي‌دهد كه سياست‌ها و عملكرد دولت تا حدي توانسته است به كاهش تمايزات و فاصله آموزشي در مناطق محلي، سيستاني و تركمن نشين منجر شود با اين حال به‌دليل عمق محروميت، عقب‌ماندگي و توسعه‌نيافتگي استان، خصوصاً در نواحي تركمن و سيستاني، تا رسيدن به يكساني مطلوب تمام شهروندان در بهره‌مندي عادلانه از امكانات آموزشي و ارتقا وضعيت آنان، فاصله وجود دارد و لازم است اقدامات بيشتري مبتني بر نگرش شهروندي صورت بگيرد زيرا از رهگذر توسعه فراگير و فرا قومي است كه آحاد جامعه، خود را اعضاي يك پيكر و صاحب حقوق و تكاليف متقابل مي‌دانند.

Iran, due to its higher rate of youth population and its ethnic diversity, particularly in Golestan province, needs a systematic and sociological policymaking and planning as well as the consideration of inevitable influences of educational development on political area. To the extent that the expansion and strengthening of sociability of people and citizens of the society is accomplished, the political system enjoys a higher degree of efficiency, acceptability and legitimacy. In this regards, the purpose of the present study is to examine the condition of educational development and the benefit rate of the Turkmen and the Sistanis in Golestan province during the years of 1997-2005. Therefore, the results of this study indicate that policies and operations of the government, to some extent, could decrease the educational differences and the distance in the local areas of settlement of the Sistanis and the Turkmen. However, because of the depth of privation, retardation and underdevelopment of the province, especially in the areas the Sistanis and the Turkmen live, there has been a noticeable gap in attaining the desired equality of all citizens for enjoying the educational facilities and improvement of their condition justly. In tis regards, it is of importance to take more actions based on the citizenship attitude, because it is through the widespread and cross-ethnic improvement that all people in society consider themselves as a member of one body and they would enjoys mutual rights and duties.
