The Influence of IT Processes Maturity Level on Achieving Business Requirements with COBIT Approach (Case Study: ICT Organization of Isfahan Municipality)

در عصر حاضر فناوري اطلاعات و ارتباطات به‌طور چشم‌گيري در حال پيشرفت و گسترش بوده و به‌عنوان يك توانمندساز در بيش‌تر سازمان‌هاي بزرگ مورد توجه قرار گرفته است و دستيابي به اهداف سازمان بدون به‌كارگيري آن امكان‌پذير نمي‌باشد. هدف نهايي به‌كارگيري فناوري اطلاعات، تحقق استراتژي‌ها و اهداف كسب‌و‌كار در سازمان‌ها است. بر همين اساس سازمان‌ها بايد با بهره‌گيري از راهكارهاي مناسب فناوري اطلاعات و ارتباطات در جهت تحقق اهداف خود قدم بردارند. بهره‌گيري مناسب و اثربخش راهكارهاي فناوري اطلاعات در سازمان بدون داشتن فرايندهاي مناسب در اين حوزه امري دشوار خواهد بود. از آن جا كه مدل كوبيت، ساختاري ارايه مي‌دهد كه فرايندهاي فناوري اطلاعات و اطلاعات را به استراتژي و اهداف سازمان و نيازمندي‌هاي كسب‌و‌كار مرتبط كرده و روش‌هاي بهينه برنامه‌ريزي و سازمان‌دهي، اكتساب و پياده‌سازي، تحويل و پشتيباني و نظارت و ارزيابي فناوري اطلاعات را براي اهداف دوگانه مديريت مخاطرات (براي ايجاد محرمانگي، دسترس‌پذيري، قابليت اطمينان و انطباق) و اكتساب منافع و مزايا ( افزايش كارايي و اثربخشي ) يكپارچه مي‌سازد، در اين مقاله نخست با استفاده از اين چارچوب ارزيابي وضعيت موجود بلوغ فرايندهاي سازمان فاوا شهرداري اصفهان انجام شده و سپس جنبه جديدي از مدل كوبيت را بررسي و ارتباط بين اين اجزاي آن را مطرح كرده و به ارايه اين مطلب مي‌پردازد كه چگونه افزايش سطح بلوغ فرايندهاي سازمان مبتني بر IT مي تواند موجب افزايش تامين نيازمندي‌هاي كسب‌و‌كار شود.

Today ICT is growing remarkably and considered as an important enabler in different enterprises such that reaching the goals of an organization is almost impossible without it. The aim of using ICT is to achieve the business goals and ensure following the strategies. Therefore, organizations should benefit from ICT solutions to move toward their goals, using ICT solutions effectively. However without having appropriate processes, it will be a very difficult job. According to COBIT, as the IT governance provides a structure for connecting IT processes, and relating information to enterprise goals, strategy and business requirements, and it integrates optimized methods of IT planning and organizing, acquiring and implementing, delivery and support, monitoring, evaluating for dual goals of risk management (for making the confidentiality, availability, reliability and compliance) and acquiring benefits and advantages (efficiency and effectiveness), in this paper, the maturity level of enterprise processes of information and communication technology (ICT) organization of Isfahan Municipality has been first assessed by using this framework. Then a new aspect of COBIT and the relations between its different components are discussed. Finally, it considers the following question: “Does the rising of maturity level of enterprise processes lead to increase the meeting of the business requirements?”
