بررسي علل عدم تحقق اهداف كشور در بخش انرژي‌هاي تجديدپذير در برنامه چهارم توسعه

A Review on the Causes of Failure in Achieving the Goals of Iran’s Renewable Energy Sector in the Fourth Development Plan

بحران انرژي از جمله مسايلي است كه موجب ايجاد دگرگوني‌هاي بسياري در توسعه فناوري‌هاي مختلف شده است. تجديد هر ساله اين بحران در كشورهاي مختلف جهان، بسياري از اين كشورها را بر آن داشته است كه با حركت به سمت منابع جايگزين و تجديدپذير انرژي، سبد مصرفي انرژي در كشور خود را تغيير داده و با اعمال تغييراتي در برنامه پيش روي خود در اين خصوص، زمينه را به منظور توسعه استفاده هر چه بيشتر از اين منابع در كشور خود فراهم كنند. با توجه به پتانسيل بالاي منابع انرژي تجديدپذير در ايران و حركت كشور به سمت واقعي كردن قيمت حامل‌هاي انرژي به منظور توسعه كاربرد اين انرژي‌ها متناسب با تحولات جهاني، ضروري است امكانات و ساختارهاي سياستگذاري و اجرايي كشور در زمينه انرژي‌هاي تجديدپذير در كشور مورد بازبيني قرار گيرد تا با طراحي ساختاري منعطف و پويا و حذف موانع و مشكلات موجود، راه توسعه كاربرد اين منابع انرژي سرعت گيرد. در اين مقاله پس از بررسي پتانسيل انرژي‌هاي تجديدپذير در ايران، وضعيت فعلي كشور در رابطه با تحقق اهداف برنامه چهارم توسعه براي توسعه انرژي‌هاي تجديدپذير مورد بررسي قرار گرفته و موانع و علل عدم تحقق اين اهداف مورد بحث و تحليل قرار مي‌گيرند.

Energy crisis is one of the issues which have caused many changes in the development of various technologies. Every-year renewal of this crisis in different countries around the world has led many of them to move towards alternative and renewable energy resources and make changes in their energy consumption basket and future programs in order to develop the application of these resources in their country. Considering Iran’s good potential in renewable energies, and also its plan to go towards real prices of energy carriers to expand the application of these kinds of energies along with the worldwide changes, it is necessary to review the facilities, and policy and administrative structures in the field of renewable energies in the country to speed their development with the help of designing a flexible and dynamic structure and removing the existing obstacles and problems. This article reviews the potential of renewable energies in Iran and the countryʹs current situation in relation to achieving the goals of the fourth development plan in the field of development of renewable energies application, and discusses the barriers and causes of non-realization of these objectives
