بررسي تاثير واگذاري اماكن ورزشي دولتي به بخش خصوصي بر توسعه ورزش استان تهران

Investigate the effect of Sports Facilities Transfer to Private Sector on the Tehran Sport Development

هدف از پژوهش حاضر بررسي تاثير واگذاري اماكن ورزشي دولتي به بخش خصوصي در توسعه ورزش استان تهران بود. جامعه آماري تحقيق 135 نفر از مديران، كاركنان و كارشناسان و افراد مرتبط با موضوع تحقيق در اداره كل ورزش و جوانان? استان تهران بودند كه به طور كل شمار براي نمونه تحقيق انتخاب شدند. براي دست يابي به اهداف تحقيق از پرسشنامه محقق ساخته استفاده شد كه روايي آن به تاييد متخصصان رسيده و پايايي آن در يك آزمون مقدماتي با 30 نفر آزمودني و با آلفاي كرونباخ 91/0 محاسبه شد. به منظور تجزيه و تحليل اطلاعات جمع آوري شده از روش هاي آمار توصيفي و استنباطي از جمله كلموگروف ـ اسميرنف، t تك نمونه اي، فريدمن و تحليل واريانس يك طرفه استفاده شد. يافته هاي تحقيق نشان داد، واگذاري اماكن ورزشي دولتي به بخش خصوصي در توسعه ورزش قهرماني و همگاني، كاهش تصدي گري دولت و ايجاد اشتغال در استان تهران تاثير معناداري نداشته و به طور كلي واگذاري اماكن ورزشي دولتي به بخش خصوصي در استان تهران موفق نبوده است. اولويت بندي اهداف مدنظر از واگذاري اماكن ورزشي به بخش خصوصي از ديدگاه نمونه هاي تحقيق عبارت بودند از موفقيت در واگذاري اماكن، كاهش تصدي گري دولت، اشتغال زايي، توسعه ورزش همگاني و توسعه -ورزش قهرماني. همچنين، بين ديدگاه نمونه هاي مختلف پژوهش در مورد تاثير واگذاري اماكن ورزشي دولتي به بخش خصوصي تفاوت آماري معناداري مشاهده نشد. به طور كلي با توجه به عدم توفيق واگذاري اماكن ورزشي به بخش خصوصي در استان تهران ضروري است سياست هاي واگذاري اماكن ورزشي در استان تهران تغيير نمايند.

The aim of this study was to review the effect of the cession of public sport facilities to private sector to improve Tehranʹs sport development. Statistical study of 135 managers, employees and experts and people who are related to the research in the department of youth sports that they were selected for study. For access to the research target, the questionnaire was used to confirm the validity and reliability by experts in a primary test were calculated with 30 subjects and Cronbachʹs alpha 0.91. In order to analyze data collected from the descriptive and inferential statistical methods including the Kolmogorov-Smirnov, one sample t-test, Friedman and ANOVA were used. The research showed that the cession of public sports facilities to the private part in the development of championship and the public sports, government Policies and job creation in Tehran has no significant impact. The general plan has not succeeded in Tehran province. Also the priority of assignment to the private sector in Sport in Tehran includes the successful cession of places cut the government Policies, job creation, development and expansion of the sport for all and championship sport. Finally, the perspectives of various researchers about the importance of cession public sports facilities to the private sector, there is no significant difference in Tehran province. Ultimately it can be concluded that, the general plan has not succeeded in Tehran province, so it is necessary the policies about cession of public sports facilities to the private section are changed in Tehran province.
