Analysis and Reliability Provement of the Model of Disciplinary Commanders’ Role in Prevention of Soldiers’ Escape from Military Service

اين تحقيق از ديد مديريت انتظامي به نقش فرماندهان انتظامي در پيشگيري از فرار خدمت كاركنان وظيفه پرداخته و به دنبال اعتباريابي الگوي نقش فرماندهان و مديران ناجا در پيشگيري از فرار از خدمت سربازان و عرضه راهكارهاي اجرايي براي كاهش اين جرم است. در اين پژوهش از الگوي نقش مديريت سيد جوادين (1385) با هشت ويژگي: خلاق، مشاور و تخصص فرماندهان، نقشهاي مسيله محوري، نظارت، ميانجي گري، تدوين كننده خط مشي و پشتيباني كننده فرماندهان انتظامي با رويكرد مديريت انتظامي استفاده شده است. روش تحقيق، توصيفي و از نوع پيمايشي، و از نظر هدف كاربردي است. جامعه آماري پژوهش را تمام فرماندهان كلانتريهاي شهر تهران تشكيل مي دهد كه 80 نفر بوده اند. روش گردآوري اطلاعات، ميداني و از ابزار پرسشنامه بهره گرفته شد. روايي متغيرهاي تحقيق با استفاده از مقدار آلفاي كرونباخ بيش از 75 درصد بوده كه بيانگر روايي بسيار مناسب پرسشنامه در اين تحقيق مورد ارزيابي است. با استفاده از آزمون الگوي معادلات ساختاري ليزرل در موارد زير بر اساس اولويت پيشنهاد مي شود: اولويت اول) ميانجي گري فرماندهان انتظامي براي حل مشكلات ارتباطي كاركنان وظيفه، اولويت دوم) راهنمايي و مشاوره فرماندهان انتظامي به كاركنان وظيفه، اولويت سوم) آشنايي و مطالعه تخصصي درباره سربازان، اولويت چهارم) نقش نظارت فرماندهان انتظامي در كاهش مشكلات سربازان، اولويت پنجم) نقش نظارت فرماندهان انتظامي در حل مسيله، اولويت ششم) توجه فرماندهان انتظامي به خلاقيت كاركنان وظيفه، اولويت هفتم) تدوين و تعيين خط مشي فرماندهان انتظامي در رسيدگي به كاركنان وظيفه و اولويت هشتم) پشتيباني فرماندهان انتظامي در خدمت به كاركنان وظيفه.

he present study evaluates disciplinary commanders’ role in prevention of soldiers’ escape from doing their military service and is looking for determining the validity of the model of disciplinary commanders’ role in soldiers’ escape from military service and presenting practical strategies to decrease this crime. In this study Seyyed Javadin’s Management role model which has eight characteristics of Creative, consultant, expert, problem solver, supervisor, mediator, and developer of the strategies and back up of the commanders with the goal of disciplinary management has been applied. The methodology of the study is descriptive-survey and concerning the purpose it is practical. The statistic population includes the whole commanders of Tehran’s police stations which are 80 people altogether. In order to collect the information a questionnaire has been distributed. The validity of the variables of the study according to Kronbakh’s Alpha is more than 75 per cent which is considered desirable. By getting use of Lizrl Structural equation the results show the priorities of the role of the commanders in prevention of soldier’s escape: The first priority: The commanders’ intervention to solve the soldiers’ communicational problem; the second priority: Giving consultation to soldiers; the third priority: Professional study of the soldiers to know them better; the forth priority: The role of commanders’ supervision in decreasing the soldiers’ problem; the fifth priority: The role of the commanders in problem solving; the sixth priority: Attention to soldier’s creativity; the seventh priority: provision and designing the strategies in dealing with soldiers; and the eighth priority: disciplinary commanders’ back up in giving service to soldiers.
