تحليل موانع تحقق حق پخش تلويزيوني در ورزش حرفه اي ايران

The Analysis the Obstacles to Realization of TV Broadcasting Right in Iranian Professional Sport

هدف از انجام اين پژوهش بررسي و تحليل موانع تحقق حق پخش تلويزيوني در ورزش حرفه اي جمهوري اسلامي ايران بود. با توجه به هدف اصلي پژوهش، روش انجام پژوهش از نوع كيفي بود. به اين منظور، با انجام مصاحبه هاي كيفي با خبرگان و متخصصان امر، مهم ترين موانع موجود در به رسميت شناختن حق پخش تلويزيوني به عنوان يكي از ابزارهاي توسعه و پيشرفت ورزش حرفه اي كشور شناسايي شد. با توجه به روش انجام پژوهش، نمونه گيري از افرادي انجام شد كه مربوط ترين داده ها را، درباره موضوع پژوهش فراهم مي-كردند. در پژوهش حاضر از نظرات 26 نفر از افراد، در قالب تعداد 35 مصاحبه استفاده شد و زماني كه موضوع به حد اشباع نظري رسيد، فرآيند جمع آوري يافته ها پايان يافت. بر اساس مباني پژوهش هاي كيفي، تحليل يافته ها همزمان با جمع آوري داده ها انجام شد. يافته هاي پژوهش 15 مانع مهم را در راستاي تحقق حق پخش تلويزيوني مسايقات ورزشي نشان داد كه مي توان اين موانع را در سه دسته كلي با عنوان "موانع سياسي و اجتماعي، حقوقي و قانوني، و مديريتي و ساختاري" طبقه بندي كرد. مهم ترين موانع شناسايي شده در اين زمينه عبارت بودند از: پيوند عميق سياست و ورزش در عرصه باشگاه داري حرفه اي، تعارض با مسايل اعتقادي و شرعي، انحصاري بودن صدا و سيما و فقدان شبكه هاي تلويزيوني خصوصي، وجود مشكلات قانوني در خصوص حق پخش تلويزيوني در كشور، كم كاري دولت و سازمان تربيت بدني در ارايه لايحه هاي موثر و كارآمد، بي ثباتي و ضعف در مديريت و اداره باشگاه هاي حرفه اي، كمبود نيروي انساني متخصص و خلاق، فقدان اتحاديه هاي مستقل براي باشگاه ها، مديران و بازيكنان.

The aim of this study was to investigate and analyze the obstacles to the realization of TV broadcasting right in professional sport in Islamic Republic of Iran. The method used in this study was qualitative. For this purpose, knowledgeable professionals and experts were qualitatively interviewed and the most important obstacles to the realization of TV right, as one of the instruments to develop Iran professional sport, were recognized. With regard to the methodology of the study, those subjects with the most relevant data about the study were selected as the sample. Finally, the viewpoints of 26 subjects in 35 interviews were used and data collection was finished until theoretical saturation. In accordance with qualitative research principles, data analysis and data collection were performed simultaneously. Results showed 15 important obstacles to the realization of TV broadcasting right of sport competitions and they were divided into three general categories: political and social, legal and lawful, and managerial and structural obstacles. The most important obstacles included the strong link between sport and politics in professional sport clubs, conflict with ideological and religious issues, exclusive nature of Islamic Republic of Iran Broadcasting and lack of private TV networks, lawful problems of TV broadcasting right in Iran, inaction of government and Physical Education Organization to propose effective and efficient bills, instability and weakness in managing professional clubs, deficiency of expert and creative human resources, lack of independent unions for clubs, mangers and players.
