Challenges Facing Community Security in Europe after September 11 Events

امنيت اجتماعي از رويكردهاي متاخر در مطالعات امنيت به ويژه در ميان اروپاييان بوده است و نو واقع گراياني چون باري بوزان و انديشمندان مكتب كپنهاگ را در توضيح معماهاي امنيت در سطوح درون دولتي و ميان دولتي ياري داده است. تهديدات امنيت اجتماعي ممكن است شامل مواردي چون ممنوعيت به كارگيري زبان، نام و يا لباس خاص يا تبعيد و كشتار اعضاي يك اجتماع هويتي باشد و ابراز هويت آنها را امكان ناپذير كند. بر اين اساس، مقاله حاضر با عملياتي كردن مفهوم معماي امنيتي در سطح درون دولتي ، بر آن است تا هويت هاي متمايز خودي و ديگري در روابط اجتماعي را بازنمايي كند. ديدگاه رسمي اتحاديه اروپا از مفهوم امنيت اجتماعي بسيار سطحي بوده و از اين موضوعات فاصله شگرفي دارد. اما نيازهاي جامعه امروز نگاه عميق تر به بعد اجتماعي امنيت را ضروري مي كند. سوال اصلي اين پژوهش بر اين اساس است كه امنيت اجتماعي در سياست هاي اتحاديه اروپا چه جايگاهي دارد و وضعيت آن به چه صورت است؟ براي پاسخ صحيح به اين پرسش اين مفروضه در نظر گرفته شده است كه تامل در رهيافت امنيت اجتماعي با هدف تبيين نسبت نظري امنيت و هويت بسيار مهم است به گونه اي كه بقا و دوام هر جامعه منوط به حفظ هويت آن است بنابراين موضوع امنيت اجتماعي در اروپا عميقا بعد هويتي دارد و با ديدگاه رسمي فاصله دارد. هدف اين پژوهش بررسي آنچه هست و آنچه كه بايد باشد از مفهوم امنيت اجتماعي در اروپا به ويژه پس از حادثه 11 سپتامبر مي باشد.

Community security has been one of the latest approaches in security studies, especially among Europeans. It helps some neo-realists such as Barry Buzan and the thinkers of Copenhagen school in explaining security dilemmas at the state and interstate levels. Threats to community security may include prohibiting a particular language, name or clothing or the deportation and killing of an identity group making impossible the expression of their identity. Given above, this article tries to represent the distinct identities of self and other by operationalizing the concept of security dilemma at the state level. The official stance of the EU towards the concept of community security is very trivial and far from these issues. But the needs of todayʹs society make necessary a deeper view on the social aspects of security. The main question of this article is that what is the status of community security in the framework of the EU policies? To answer correctly to this question, the hypothesis of this article states that deliberation on community security approach aiming at explaining theoretical relationship between security and identity is very important because the survival of every society depends on its identity. Therefore, the issue of community security in Europe contains an identity dimension which is far from the official view in this respect. This article aims at studying the current and desirable situation of community security in Europe, especially after September 11 events.
