ويژگيها و فعاليتهاي روزانه رييسان دانشگاهها در ايران: مسايل و راه حلها

Characteristics and Daily Activities among University Presidents in Iran : Problems and Solutions

شيوه‌هاي رهبري، باورها و ارزشهاي مديران در هدايت دانشگاهها و به طور كلي، سازمانهاي علمي نقش مهمي دارد. اگر‌چه ساختارهاي سازماني و بهره‌برداري از فناوريهاي مديريت در ارتقاي كيفيت دانشگاهها مهم تلقي مي‌شوند، اما مطالعه در باره سازكارهاي رهبري و مديريتي بدون شناخت بيشتر از ماهيت فعاليتهاي روزانه رييسان دانشگاهها به بهبود كيفيت رهبري و مديريت كمك چنداني نخواهد كرد. هدف از اين پژوهش شناخت بيشتر ماهيت رهبري رييسان دانشگاههاي دولتي از طريق بررسي فعاليتهاي روزانه و نظرها آنهاست. در اين مطالعه با استفاده از پرسشنامه ويژگيها و فعاليتهاي روزانه و همچنين، سوالات باز موضوع بررسي شد. اين پژوهش بر اساس جمع آوري داده ها از رييسان دانشگاهها انجام شد. براي شناختي عميق تر از داده هاي جمع آوري شده در طول تحقيق از روش پيمايشي و تحليل محتوا، شامل كاهش اطلاعات جمع‌آوري شده و كد گذاري، استفاده شد. تحليل داده ها به‌خوبي نشان داد كه ماهيت دانشگاهها رييسان را به ديوانسالارهايي براي انجام دادن فعاليتهاي خُرد اجرايي تبديل ساخته است. در پايان پيشنهادهايي براي بهبود كيفيت رهبري و مديريت در دانشگاههاي كشور ارايه شده است.

Leadership practices, beliefs and values of presidents play a great role in leading the universities, and academic organizations in general. Even though, organizational structures and usages of management technologies for improvement of leadership and management is considered vital, but studying leadership and management mechanisms without recognizing the nature of daily activities of university presidents will not help its improvement that much. The purpose of this research is to investigate the nature of presidential leadership in public universities affiliated with Ministry of Science, Research and Technology through their daily activities and opinions. In this study, the issue was investigated by using a characteristics and daily activities questionnaire and analysis of open ended questions. The research was based on data gathering from 35 university presidents. The survey method, content analysis, including data reduction and coding, were used to obtain a deeper understanding of the data collected throughout this investigation. Data analysis clearly showed that the nature of universities has made them bureaucrats for doing routing daily activities. At the end, some recommendations are given for improvement of leadership and management in higher education institutions in Iran.
