شكل‌گيري جامعه مدني در ليبي پس از قذافي: ضرورت‌ها، موانع و راهكارها

Evolution of Civil Society in Post-Gaddafi Libya: Requisites, Obstacles and Solutions

نوع نظام سياسي در دوران قذافي، استبدادي و مبتني بر تصميم‌گيري‌هاي شخص وي بود و احزاب، تشكل‌ها، گروه‌ها و ساير نهادهاي مدني نقشي در اداره امور نداشتند. با پيروزي حركت‌هاي اعتراض‌آميز و انقلابي مردم ليبي، دوران تازه و متفاوتي در اين كشور آغاز شد. اين مقاله با روش توصيفي‌ـ تبييني درصدد بررسي ضرورت شكل‌گيري جامعه مدني، موانع و راهكارهاي دموكراسي در ليبي پس از قذافي است. يافته‌هاي پژوهش حاكي از آن است كه با توجه به سابقه طولاني استبداد در كشور ليبي، گسترش دموكراسي و نهادهاي مدني در اين كشور با موانعي روبه‌رو است كه رفع آنها مستلزم اتخاذ راهكارهاي لازم از جمله ايجاد زيرساخت‌هاي مناسب سياسي است.

The type of political system which ruled Libya under Muammar Gaddafi was dictatorial and based on his personal decisions. Parties, organizations, groups and other civil society institutions had nothing to do with the management of the country’s affairs. After the victory of people’s protests and revolution, a new era has begun in the country. This paper adopts a descriptive-explanatory approach to necessity of establishing a civil society, as well as obstacles to and solutions for promotion of democracy in post-Gaddafi Libya. Findings suggest that due to long period of dictatorship in Libya, promotion of democracy and civil institutions is faced with obstacles whose removal calls for adoption of necessary solutions, including establishment of necessary political infrastructure.
