Political Participation as a Right and Duty and Impact on National Security of the Islamic Republic of Iran

امروزه امنيت ملي كشورها يعني واقع شدن در وضعيتي كه بتوان از حساسيت و آسيب‌پذيري اركان نظام در مواجهه با تهديدات داخلي و خارجي فروكاست و اين از اهميت ويژه‌اي برخوردار است. دليل اين اهميت از يك سو متاثر از تحولات داخلي و افزايش سطح آگاهي‌هاي عموم و از سوي ديگر متاثر از گوناگوني در صحنه روابط خارجي است. در به كارگيري مفهوم امنيت ملي دو نكته مهم نهفته است: اولاً آحاد مردم به لحاظ برخورداري از حقوق فردي و اجتماعي (كه مشاركت سياسي از جمله آن است) احساس امنيت كنند و آن را در ابعاد خرد و كلان امنيت فرد، گروه ودولت مجسم نمايند. ثانياً با تحقق امنيت داخلي و ايجاد همبستگي ملي، امكان مصون ماندن از تهديدات خارجي كه نوعاً متوجه تماميت ارضي، نظام سياسي، ارزش‌هاي رايج و... خواهد شد، فراهم شود. در شرايطي كه امنيت معطوف به اقتدار فرهنگي است زمينه بسط و توسعه آيين‌هاي مدني، باورهاي مشترك و پيشگيري از ناهنجاري‌هاي سياسي و اجتماعي فراهم مي‌گردد و با توليد و باز توليد ارزش‌هاي انساني در جامعه،ساير ارزش‌هاي حياتي كه منافع ملي، اهداف ملي، امنيت ملي و... ترجمان آن هستند، تضمين خواهدشد. لذا در اين نوشتار با تاكيد بر سازو كارهاي امنيت سعي مي‌شود نقش تاثيرگذار مشاركت سياسي بر امنيت ملي جمهوري اسلامي ايران مورد واكاوي قرار گيرد.
