Analyzing the Factors Influencing Delay of Projects in Zone 3 of Iranian Gas Transmission Company

سازمان ها در ساختار پروژه اي، توجه ويژه اي به مقوله مديريت بهينه پروژه دارند و در اين راستا مي كوشند از تاخير در پروژه ها بكاهند. مناطق عمليات انتقال گاز، ازجمله سازمان هايي هستند كه بخش عمده‎اي از فعاليت آنها در ساختار پروژه اي رقم مي خورد. لذا اهميت توجه به مقوله مديريت پروژه و آسيب شناسي پيشامد تاخير كه هزينه هاي هنگفتي به سازمان تحميل مي كند، در اين سازمان ها دوچندان مي شود. در نوشتار پيش رو، پيشامد تاخير پروژه-هاي منطقه سه عمليات انتقال گاز ايران مورد بررسي قرار گرفته است. در اين راستا، از مصاحبه با تعدادي از مديران و كارشناسان و متخصصان صف و ستاد سازمان مذكور و همچنين پرسش‎نامه استفاده شده است. براي اثبات فرضيه ها، آزمون تي. و براي رتبه بندي عوامل موثر بر تاخير پروژه ها، آزمون فريدمن به‎كار گرفته شده است. بر اساس نتايج حاصل از پژوهش، موثرترين عامل در تاخير پروژه ها از ديدگاه پاسخ‎دهندگان، عدم انجام تعهدهاي پيمانكار و كم اثرترين عامل، عوامل محيطي شناخته شد. از يافته هاي اين پژوهش مي توان براي آسيب شناسي پروژه‎هاي ساير مناطق عمليات انتقال گاز و نيز، سازمان هاي مشابه استفاده كرد

Organizations particularly in project structure pay special attention to the efficient management and make a lot of efforts to achieve this goal by reducing delay in projects. Gas transmission zones are among those kinds of organizations whose main activities are considered to be in project structure. Thus the significance of project management and the pathology of delay that imposes exorbitant costs on organization will be more noticeable. In the present essay, project pathology and leading causes of delay in the projects of zone 3 of Iranian Gas Transmission Company have been investigated. In a similar vein, some managers and experts have been interviewed and a questionnaire has been used to prove theories from T test and to rank the major causes of delay in projects from Friedman test. Based on finding from this essay, the most effective cause of project delay from the respondents’ point of view is the contractorʹs failure to perform his obligations and the least effective cause tends to be the external issues. The findings stemming from this essay can be utilized for the purpose of project pathology in all the gas transmission zones and similar organizations.
