Designing the National Organization for Evaluation, Accreditation and Quality Assurance of Higher Education

ضرورت طراحي و انجام پژوهشي نظام‌دار در خصوص نظام مناسب و فراگير ارزشيابي كيفيت در نظام آموزش عالي متناسب با دانش و تجربيات بين‌المللي و ملي جهت مشخص كردن روش، فرايند اجرا، معيارهاي ارزشيابي و ساختار مديريتي اين نظام و ويژگي‌هاي آن، هدف پژوهش حاضر آن است كه ضمن بررسي تجارب ملي و بين‌المللي، رويكرد بومي نظام ارزشيابي كيفيت آموزش عالي را طراحي كرده و به دنبال آن، چارچوب سازمان ملي ارزشيابي كيفيت آموزش عالي را تدوين و ارايه كرده است. براي سنخ‌شناسي تجارب جهاني و الگوگيري از آن از روش مطالعه تطبيقي و براي بررسي انتقادي و تفسير تحليلي فعاليت‌ها و تجربه‌هاي ملي از روش مطالعه اسنادي استفاده شده است. در قسمت يافته‌هاي پژ‍وهش نيز ساختارهاي پيشنهادي سازمان ملي ارزشيابي كيفيت آموزش عالي ارايه شده است.

Since the necessity of design and implementation the systematic research about appropriate and comprehensive system for quality evaluation in higher education (QEHE), that is in accordance with national and international knowledge and experience, and in order to determine the method, implementation process, evaluation criteria, managerial structure of this system and its features, the current research was aimed to examine national and international experiences, as well as design the native approach of the system of QEHE, and also develop the framework of the national organization for quality evaluation in higher evaluation (NOQEHE). For the typology of the world experiences and modeling of them, the comparative study and for critical study and analytical explanation of the national activities and experiences, the documentary study have been used. In the section of research finding, the proposed structures for the NOQEHE have been presented.
