بررسي ميزان رضايت مندي دستگاه هاي اجرايي از عملكرد حسابرسان ديوان محاسبات استان خراسان جنوبي

Inspecting the Degree of Satisfaction of the Administrative Organizations from the Operation of the Accountants of the Calculation Court of South Khorasan Province

ديوان محاسبات كشور به عنوان بازوي نظارتي مجلس شوراي اسلامي وظيفه نظارت و حسابرسي بر عملكرد مالي كليه دستگاه هايي كه به نحوي از انحا از بودجه كل كشور استفاده مي كنند را بر عهده دارد. با پيشرفت روز افزون فناوري جهت افزايش پاسخگويي دولت، نياز به تغيير رويكرد نظارت و حسابرسي و رضايت از عملكرد دستگاه هاي نظارتي، امري طبيعي است. محققان در اين پژوهش با تاكيد بر اقدامات گذشته به دنبال درك ميزان رضايتمندي دستگاه هاي اجرايي از عملكرد حسابرسان ديوان محاسبات مي باشد و عملكرد حسابرسي و نظارتي حسابرسان ديوان محاسبات را مورد ارزيابي قرار مي دهد. جامعه آماري اين تحقيق كاركنان امور مالي دستگاه هاي اجرايي استان خراسان جنوبي هستند. براي اين منظور از اطلاعات كتابخانه اي و اجراي پرسش نامه براي جمع آوري اطلاعات و از آزمون هاي آماري ضريب همبستگي پيرسون (t، (r (مستقل)، مقايسه ميانگين ها و رگرسيون چندمتغيره براي تجزيه و تحليل داده ها بهره گرفته شده است. نتيجه حاصل از اين تجزيه و تحليل ها نيز مبين سطح بسيار بالايي از رضايت مندي دستگاه هاي اجرايي از عملكرد حسابرسان ديوان محاسبات بوده است.

The calculation court of country as a supervisory arm of the Islamic Consultative Assembly undertakes the duty of inspecting and accounting of the financial operation of all of the organizations which are using by any means possible from the general budget of the country. By the daily progress of technology for the increase of government’s preparedness, the need for changing of the supervision and accounting and satisfaction procedures of the operation of inspecting organizations is a natural matter. The researchers in this project by emphasizing the past measures are in the search of perception of the degree of satisfaction of the administrative organizations for the performance of the accountants of the calculation court of the country and evaluate the accounting and supervisory operation of the accountants from the calculation court. The statistical community of this research are from the financial affair staffs of the administrative organization of South Khorasan. For this reason the library information and survey questionnaires for collecting information and statistical testing of independent Pierson Coefficient Correlation (t r), comparison of averages and multivariable Regression for data analysis had been used. Also the gained results of this analysis has been indicated the high level of satisfaction of the administrative organizations for the operation of the accountants of the calculation court.
