ارزيابي عملكرد اجتماعي، فرهنگي طرح تجهيز و نوسازي و يكپارچه سازي اراضي شاليزاري مورد شناسي: دهستان قره طغان شهرستان نكا

Assessment the performance of social, cultural, mobilization and Renovation and integration of paddy fields Case Study:Gharetoghan Village of Neka city

بررسي كشاورزي پايدار و زيرنظام‌هاي آن به منظور شناخت و آگاهي بيشتر از وضعيت اين نظام‌ها و تدوين راهبردها و برنامه‌هاي مناسب براي نيل به توسعه كشاورزي پايدار اهميت اساسي دارد. هدف اصلي اين تحقيق مطالعه اثرات اجتماعي، فرهنگي طرح تجهيز، نوسازي و يكپارچه‌سازي اراضي شاليزاري و ارزيابي ميزان موفقيت آن از لحاظ شاخص اجتماعي، فرهنگي از ديدگاه كشاورزان و كارشناسان مي‌باشد. جامعه آماري تحقيق شامل دو گروه مطالعاتي مي‌باشد. ابتدا روستاهايي مي‌باشند كه در اراضي آن‌ها طرح تجهيز، نوسازي و يكپارچه‌سازي اراضي شاليزاري اجرا شده‌است كه تعداد آن‌ها 9 روستا از دهستان قره‌طغان مي‌باشد كه واقع در بخش مركزي شهرستان نكا در استان مازندران مي‌باشد كه به عنوان روستاهاي هدف تحقيق جهت ارزيابي طرح در نظر گرفته‌شده‌است. گروه بعدي كارشناساني مي‌باشند كه طرح توسط آن‌ها طراحي يا اجرا شده و يا به شكلي در طرح اجرا شده، مسيوليت داشتند. متغير مستقل تحقيق، شاخص‌هاي بعد اجتماعي و فرهنگي طرح مورد نظر و متغير وابسته، موفقيت طرح از بعد اجتماعي-فرهنگي مي‌باشد. روش تحقيق توصيفي و تحليلي مي‌باشد. داده‌هاي مورد استفاده در اين مطالعه حاصل عمليات ميداني و پركردن پرسشنامه از كل 260 بهره‌بردار در منطقه مورد مطالعه و 68 كارشناس متخصص در طرح مي‌باشد. نتايج تحقيق نشان مي‌دهد، در حالي كه كارشناسان اعتقاد دارند كه اجراي طرح، از لحاظ بعد اجتماعي– فرهنگي موفق بوده، ولي به نظركشاورزان اجراي طرح از اين بعد، ناموفق بوده‌است. ضريب همبستگي بعد اجتماعي و فرهنگي 072/0- مي‌باشد. بنابراين بين ديدگاه كشاورزان و كارشناسان در ميزان موفقيت طرح از بعد اجتماعي و فرهنگي، همبستگي وجود ندارد.

The study of sustainable agriculture and its sub-systems for the purpose of obtaining more knowledge and information about the situation of such systems and development of appropriate mechanisms , strategies and programs for achieving sustainable development of agriculture has a great importance. The main aim of this study is to examine the social-cultural effects of mobilization and renovation projects and integration of paddy lands and evaluation of its success rate in term of social and cultural factor from the view point of agricultures and experts. The researchʹs statistical community includes two study groups. The first are villages which mobilization and renovation and also paddy lands integration have been made in their lands, which are 9 villages in Gharetoghan rural district, that is in the central part of Neka town ship in Mazandaran province , which are considered as the research objective villages in evaluation of the project. Another group are the experts who designed or performed the project or were involved in a way in the project execution. The independent variable of research is the indices of social and cultural dimension of the project and the dependant variable is the project success from social and cultural viewpoint. The research method is descriptive and analytical method. The data was collected through field study and questionnaires distributed among 260 farmers of the studied area and the 68 experts of the project. The findings show that from the social-cultural aspect, experts believe that the project implementation was successful, but farmers believe that it was not successful. Moreover, the correlation coefficient of social- cultural aspect is -0.072 ; therefore, there is no correlation between the farmers and experts view about the success of social- cultural aspect.
