چكيده فارسي :
در اين مقاله با تاكيد بر انديشه سياسي- دفاعي فرماندهي معظم كل قوا امام خامنه‌اي (مدظله‌العالي) كه مبتني بر مباني الهي پاسخگوي امنيت جمهوري اسلامي در عصر ناامني‌هاي گسترده بوده است؛ امنيت نظامي با طرح چارچوب نظري و با اكتشاف از بيانات و مكتوبات فرماندهي معظم كل قوا ماهيت و رويكرد امنيت نظامي ج. ا. ا مورد بررسي قرار گرفته است و ضمن ارايه نمونه مفهومي و طراحي پرسشنامه براي جامعه آماري، تلاش شده به اين سوال كه مهمترين عوامل موثر بر امنيت نظامي ج. ا. ا كدام است؟ پاسخ داده شود. نوع پژوهش كاربردي– توسعه‌اي و جامعه آماري تعداد 65 نفر از فرماندهان و استادان و مسيولان نيروهاي مسلح و حوزه امنيت و دفاع بوده‌اند. در اين راستا از آرا تعداد 17 نفر خبره نظامي به روش تمام شماري استفاده گرديده است. نتايج تحقيق بيانگر آن است كه مفهوم امنيت نظامي ناظر بر حصول اطمينان نظام فرماندهي نيروهاي مسلح از شكست تهديدات و عمليات نظامي دشمنان و وصول به برتري نظامي مبتني بر ايمان، بصيرت ديني، مقاومت، آمادگي‌هاي نظامي بازدارنده، و توان رزم موثر تحت تدابير و فرامين ولي فقيه است. مهمترين مولفه‌هاي موثر بر امنيت نظامي ج. ا. ا، به ترتيب مولفه‌هاي منابع راهبردي، علم و فناوري، فرهنگ سازمان، توان تحول و نو شدن، مولفه اطلاعات و حفاظت اطلاعات، و مولفه ساختار هستند كه در سطوح داخلي و خارجي و ابعاد ذهني و عيني امنيت نظامي تاثير دارند و از 20 عامل برتر در ارتقاي امنيت نظامي، 10 عامل داراي اولويت گرديده‌اند كه عامل «اقتدار فرماندهي و رهبري ولي امر مسلمين و اطاعت ولايي فرماندهان» در بالاترين درجه اولويت قرار گرفته است؛ اين عامل همراه با كار علمي جهادي در كسب دانش و فناوري‌هاي نو و توليدات پيشرفته دفاعي، با وجود نيروي انساني كارآمد، وفادار و پايدار دشمن ستيز با احساس تكليف خدايي، تحت آموزه‌هاي اسلام و اداره امور بر مبناي فقه شيعي، در جهت تحقق آرمان‌هاي حضرت امام خميني(ره)، با توان بسيج ملي و رابطه تنگاتنگ با مردم، مي‌تواند نقش برتر در تحكيم و ارتقاي امنيت نظامي جمهوري اسلامي ايران داشته باشد.

Focusing on the political-defensive ideas of Imam Khamenei (the Supreme Commander-in-Chief, may His shadow extend), rooted in the divine sources explaining the security of the I. R. of Iran in the era of intensified insecurities, this study attempted to investigate the nature of and approach to the military security of the I.R. of Iran in light of a theoretical framework and the oral and written discourses of the Supreme Commander-in-Chief. Having offered a conceptual sample and developed a questionnaire for data collection, the researcher tried to investigate the main factors affecting the military security of the I.R of Iran. As an applied-developmental research in design, the study involved 65 participants as the including commanders, university professors, and officials involved in the fields of military, security, and defense. Ideas of 17 military experts were also incorporated. The findings revealed that the military security, conceptually, refers to assurance of the Supreme Commander-in-Chief of the military forces of defending all threats and military operations organized by the enemy and achieving military superiority in light of religious belief and insight, resistance, deterring military preparedness, and effective combat power framed based on the will and orders of the Velayat (Jurisdiction). Main parameters of the military security of the I. R of Iran are, respectively, strategic resources, science and technology, organization culture, development and generation capability, intelligence, and organizational structure which are determining at the internal and external levels, and abstract and concrete dimensions of the military security. Out of the 20 parameters promoting the military security, 10 were recognized as prior characterized by “the Authority of the Supreme Commander-in-Chief and Muslims’ Leadership and Velayat-based Submission of the Commanders” at the top of the priority list, followed, orderly, by jihad-scientific efforts in achieving knowledge and accessing new technologies and sophisticated defensive equipment that can play a crucial role in strengthening and enhancing the military security of the I.R of Iran given the availability of the efficient, faithful, and resistant human resources fighting the enemy based on feeling divine function in light of Islamic teachings and managing the affairs based on ShiitesJurisprudence in line with meeting the ideals of Imam Khomeini [may His grave be holy] through relying on national mobilization and close ties the with the nation.
