گردآوري و اولويت‌بندي استانداردهاي جهاني فتوولتاييك براي تدوين استانداردهاي ملي با تمركز بر كاربرد نيروگاهي

Collection and prioritization of international photovoltaic standards for compiling national standards focusing on PV power plant applications

توجه جامعه جهاني به منابع انرژي تجديدپذير، به‌ويژه انرژي خورشيدي روند غالب در قرن حاضر خواهد بود و در اين مسير، سامانه‌هاي فتوولتاييك يكي از پركاربرد‌ترين و مقبول‌ترين نوع استفاده از انرژي خورشيدي محسوب مي‌شود. در ايران نيز پروژه‌هاي مختلف تحقيقاتي- اجرايي در زمينه احداث نيروگاه‌هاي فتوولتاييك تعريف شده است. از جمله الزامات اصلي توسعه صنعت بومي احداث نيروگاه‌هاي فتوولتاييك در هر كشور، تدوين استانداردهاي ملي است. در طول سال‌هاي گذشته اقدامات متعددي در اين زمينه صورت گرفته است كه البته، اغلب آنها به حوزه‌ طراحي و ساخت انواع سلول‌هاي فتوولتاييك مربوط مي‌گردد و در حوزه‌ نيروگاهي فعاليت‌ها بسيار كم بوده است. در اين راستا، جهاد دانشگاهي صنعتي شريف به‌عنوان نخستين حركت ملي، تدوين استانداردهاي ملي انرژي خورشيدي با محوريت نيروگاه خورشيدي را براساس استانداردهاي معتبر بين‌المللي در دستور كار خود قرار داد. بخش اول اين مقاله به گردآوري و پردازش استانداردهاي معتبر بين‌المللي در زمينه فتوولتاييك و بخش دوم آن به اولويت‌بندي و انتخاب گزينه‌هاي مناسب براي پيشنهاد به سازمان ملي استاندارد اختصاص دارد. بر اساس تحليل‌ها و شاخص‌هاي مورد نظر اين مقاله، فهرست 20 استاندارد اولويت‌دار به سازمان ملي استاندارد پيشنهاد شد كه برخي از آنها در برنامه سازمان استاندارد قرار گرفته است.

Global Community tendency to renewable energies, especially solar energy, will be dominant trend in 21st century. In the case of solar energy, photovoltaic (PV) systems are considered as the most commonly used and widely accepted approach. Likewise in Iran, various research and executive projects have been defined in the field of PV power plants construction. National standards compilation is the main requirements for development of domestic PV power plants industry in every country. In this regard, several measures have been done in Iran over the past few years. However, most of them are related to design and construction of PV cells rather than power plants systems. To resolve this deficiency, and as a first national movement, Academic Center for Education, Culture and Research (ACECR)-Sharif Branch began to compile national solar energy standards focusing on PV power plants with regard to creditable international standards. The first part of this article deals with collection and analysis of international creditable photovoltaic standards and the second part is dedicated to prioritization and selection of appropriate options (standards) in order to be offered to Institute of Standards and Industrial Research of Iran (ISIRI). Based on criteria and analysis of this research, twenty most prioritized standards were selected and proposed to ISIRI, which some of them have been scheduled to be compiled in this Institute.
