تحليل اثرگذاري عوامل ساختاري- نهادي موثر بر مشاركت روستاييان در فرايند اجراي طرح‌هاي هادي روستايي (مطالعه موردي: روستاهاي شهرستان خواف)

Analysis of Structural-Institutional Factors Affecting Villagersʹʹ Participation in Implementation Process of Rural Guidance Plans (Case Study: Villages in Khaf County)

مشاركت بدون شك عامل اساسي در توفيق فرايند طرح‌هاي توسعه روستايي است، اما تمركز قدرت نزد دولت و نهادهاي اجرايي سبب مي‌گردد تا مشاركت مردم در فرايند تهيه، اجرا و نگهداري اين طرح‌ها، با چالش روبرو شود. در اين مقاله تلاش شد تا عوامل ساختاري-نهادي موثر بر مشاركت روستاييان در فرايند اجراي طرح‌هاي هادي روستايي مورد بررسي قرار گيرد. روش تحقيق در اين مطالعه، از نظر هدف، كاربردي و از نظر روش، توصيفي- تحليلي و همبستگي است. جامعه آماري تحقيق، 21 روستا كه در آنها طرح هادي اجرا شده است و از بين آنها10 روستا با جمعيت 5504 خانوار به روش نمونه‌گيري انتخاب گرديد. در سطح روستاهاي مورد مطالعه با روش نمونه‌گيري (كوكران) 233 خانوار روستايي‌ انتخاب و به روش نمونه‌گيري تصادفي مورد پرسشگري قرار گرفتند. يافته‌هاي مطالعه بر اساس نتايج به دست آمده از آزمون‌هاي همبستگي تيپ پيرسون نشان مي‌دهد كه ارتباط معني‌دار و نسبتاً قوي با ضريب 477/0 بين عوامل ساختاري-نهادي موثر بر مشاركت و فرايند اجراي طرح‌هاي هادي روستايي وجود دارد، به نحوي كه عوامل ساختاري- نهادي موثر بر مشاركت حدود 25 درصد تغييرات متغير وابسته را تبيين مي‌نمايد و در بين عوامل ساختاري- نهادي، متغير نقش تشكل‌هاي مردم نهاد در مشاركت‌آفريني به ميزان 6/25 درصد بر روند اجراي طرح هادي تاثيرگذار بوده است. در توزيع فضايي رابطه بين عوامل ساختاري-نهادي موثر بر مشاركت و روند اجراي طرح‌هاي هادي در شش روستا، همبستگي مستقيم و نسبتاً كاملي وجود دارد.

Participation is undoubtedly a major factor in success of rural development projects, but the concentration of power in government and administrative bodies make it difficult for people to participate in planning, implementation and maintenance of these projects. This descriptive-analytic and correlational research study attempts to examine the structural-institutional factors affecting the rate success of performance process in rural guidance plans. The statistical population of the study included 21 villages in which the rural guidance plans were implemented. Ten villages with a population of 5504 households were selected by using sampling techniques. By applying random sampling method and Cochran formula, 233 households were asked to fill out designed questionnaire. Based on the results of Pearson correlation tests with the coefficient of 0.477, research findings show that there is a highly significant relationship between structural-institutional factors affecting participation and performance of guidance plans, to the extent that structural-institutional factors affecting participation explain 25% of changes attributed to dependent variable. Among the structural-institutional factors, the variable of “the role of non-governmental organizations in encouraging public participation” was 25.6% effective in implementation of guided plans. There was overall and direct correlation in spatial distribution of the relationship between structural-institutional factors affecting participation and performance process in guided plans in six villages.
