سيستم بين الملل در گذار از فرآيند تحول تاريخي و فازهاي آن، پيچيدگي فزآينده و الگوهاي متعدد نظم را تجربه كرده است. شبكه هاي واقعي داراي ساختار پيچيده اي هستندكه نتيجه تعامل ميان بازيگران عقلاني است. دانشمندان حوزه تحليل سياست خارجي توجه كمي به درك انتخاب هاي بازيگران در نظم هاي شبكه اي داشته اند. بنابراين نويسنده مقاله با توجه كردن به اين نوع از نظم سيستمي اين پرسش را مورد بررسي قرار داده است كه نقش شبكه ها در سياست خارجي واقدامات راهبردي آن چيست؟در اين ميان به صورت آشكار مهمترين پرسش در مورد نقش شبكه ها در سياست خارجي، مربوط به نظم سيستمي به عنوان نقطه هدف آن مي باشد. نويسنده مقاله براين استدلال است كه شبكه، جدال بزرگ آينده در تجزيه و تحليل سياست خارجي است. در سيستم پيچيده و هوشمند سيبري، شبكه ها خود را به عنوان سازه اصلي فيزيكي به عنوان چارچوب سياست خارجي مطرح كرده و از طريق سازوكارو ديناميك هاي داخلي بر مدل طراحي سياست خارجي اثرگذار ند

International system in transition of historical development process and its phases has experienced increasing complexity and different patterns of order .in this way network order is prominent pattern. Several real-world networks exhibit a complex structure and are formed by strategic interactions among rational actors. Scholars engaged in foreign policy analysis have a few little attentions to understand actors’ choices in network orders. Therefore this article by pay attention to this type of systemic order surveys this question that what’s role of networks in foreign policy and its strategic actions. Among this explicitly the most important question is about role of super networks in foreign policy related to systemic order as its target. This article argues that network would become the next great debate in analysis of foreign policy. In cybernetic complex and smart system, super-networks impose themselves as main physical construction as framework of foreign policy and by internal mechanism and dynamics effect on model of designing of it.
