سطح‌بندي مشاركت‌هاي شهروندي محله‌مدار در نظام مديريت شهري (مطالعه موردي: شهربوكان)

Grading District Based Citizen Participation in Urban Management System (A case study of Bukan city)

با توجه به افزايش جمعيت شهرنشين در چند دهه گذشته، چنانچه بخواهيم در توسعه شهرها، پاسخگوي احتياجات امروزي و سهم نسل‏هاي آينده از منابع باشيم، ‏بايد اداره شهرها را بر پايه مشاركت آگاهانه شهروندان برنامه‏ريزي كنيم. يكي از اين زمينه‌ها، مشاركت‌هاي شهروندي محله‌مدار در نظام مديريت شهري مي‌باشد كه هدف اصلي تدوين اين مقاله است. روش پژوهش، توصيفي، تحليلي و پيمايشي مي‌باشد و براي جمع‌آوري داده‌ها از ابزار مصاحبه و پرسشنامه محقق‌ساخته استفاده شده است كه ضريب آلفاي كرونباخ محاسبه شده براي پايايي آن 86/0 و روايي آن از طريق پرسش از اساتيد، مثبت ارزيابي شد. همچنين براي تجزيه و تحليل داده‌ها از تكنيك ويكور استفاده شده است. اين مدل براي ارزيابي گزينه‌هايي به كار مي رود كه هم‌زمان به يك اولويتبندي در معيارها دست مي زنند و در نهايت مبنايي براي نتيجه‌گيري‌هاي آتي قرار مي‌گيرند. جامعه آماري، جمعيت شهر بوكان در سرشماري‌ 1390 (171773 نفر) مي‌باشد. نمونه آماري با توجه به فرمول كوكران 383 نفر محاسبه گرديد كه جهت كاهش خطا 400 نفر به صورت تصادفي ساده انتخاب شدند. نتايج حاصل نشان مي‌دهد كه شهروندان از ميزان مشاركت در سطح محلات سكونت خود راضي نيستند كه اين نشان‌‌دهنده عدم‌مشاركت مردم در كارهاي صورت گرفته در محدوده محله خود است. همچنين نقش نهادها (سازمان‌هاي غيردولتي، شوراها و انجمن‌ها) در سطح دوم نارضايتي شهروندان قرار دارد. سطح نهايي نارضايتي ها در گروه مديريت شهري مي باشد كه با توجه به امتيازات اخذ شده در مدل، رضايت نسبي شهروندان از عملكرد مديران شهري را نشان مي‌دهند. به دليل اينكه در اين مقاله، بيشتر به ميزان مشاركت شهروندان در اداره محله خود پرداخته شده است، عملكرد يا عدم‌عملكرد مديران شهري نمي تواند نشان‌دهنده شهري بهينه باشد؛ بنابراين، با ايجاد نهادهاي مختلف در سطح محله مي‌توان ارتباط پايداري بين ساكنان محلات و مديران شهري (شورا و شهرداري) برقرار كرد.

According to increase of urban population in recent decades, if we want to response to modern requirements and share of resources for future generation in the development of cities, we should do a plan for managing the cities based on conscious participation of citizens. District based citizen participation in urban management is one of these fields and the main goal of this research. The methodology of the research is descriptive, analytical and survey. We also used research tools such as interview and researcher-made questionnaire to collect data. Cronbachʹs alpha coefficient for reliability was 0.86. also the validity of the questionnaire of teachers was positive. We used Vikor technic to analyze data. Usually this model is used to assessing the options that simultaneously prioritize the criteria and finally are a base for following conclusions. Bukan’s population -the statistical society of this research- based on the Census report of 1390 is 171773 people and the sample size of the research was 4oo persons that was calculated by Cochran formula and selected by random. The result shows that the citizens are not satisfied from the level of their participation in the Districts and this reflects the lake of their participation in their districts. Also the role of institutions (NGOS, City councils and associations) are at the second level of their dissatisfaction. Final level of dissatisfactions is at the group of urban management that based on points received in the model, shows the relative satisfaction of citizens. Since we have discussed the participation of the citizens of the city managers in this article, the performance or non-performance of urban managers, could not reflect an Optimized city. So, by creation different institutions at the district level, we can end to a stable relationship between the residents and urban managers (city council and municipality).
