National Health System: A Modern Approach to Corruption Prevention and Administrative Health Promotion

رويكرد نويني كه كشورهاي مختلف در پيشگيري از فساد و ارتقاي سلامت اداري انتخاب كردهاند، رويكرد نظام سلامت ملي است. اين رويكرد بيان مي كند كه براي سياستگذاري مبارزه با فساد، تمامي بخشهاي جامعه بايد در تعامل با يكديگر در راستاي درستكاري ملي به هم نزديك شوند و موفقيت سياستهاي مبارزه با فساد نيازمند ايتلاف و همكاري گسترده و نزديك بخشهاي مختلف جامعه براي حمايت از آنها است. بر اساس اين رويكرد بازيگران مختلفي در شناسايي مشكل فساد و نهايتاً قرار گيري آن در دستوركار دولت و نهادهاي سياستگذار اين حوزه و رفع آن دخيل هستند. يكي از اين بازيگران سازمانهاي نظارتي و پليس هستند. از اين رهگذر در مقاله پيش رو از طريق پاسخ به پرسشهاي نظام سلامت ملي چيست؟ شاخصها و ويژگي نهادهاي نظارتي (پليس) در نظام سلامت ملي چيست؟ به بررسي نقش و جايگاه نهادهاي نظارتي و پليس در نظام سلامت ملي پرداخته ميشود. روش مقاله، تحليل كيفي دادهها است و اطلاعات اين مقاله از طريق روش مطالعات اسنادي و كتابخانهاي گردآوري شده است.

ational Health System is a modern approach to corruption prevention and administrative health promotion which has newly been opted by different countries. In this approach, it is believed that to battle corruption the interaction of all parts of the community is needed and they should nationally converge and that the success of anti-corruption strategies depends on constructing and supporting extensive and close coalition and collaboration between community parts. According to this approach, there are different factors which affect identification of corruption, putting plans on governments and policy makers’ agenda and dealing with corruption. One of these factors is police and supervision agencies. In the current article, the following questions will be answered: What is National Health System? And what are the indicators and characteristics of supervision agencies (police) in National Health System? Meanwhile, the role and place of police and supervision agencies in National Health System will be explored. The method of the study is that of a library and qualitative one.
