Obligations of education management in intelligence-security organizations

پيشرفت و توسعه كشورها، سازمان‌ها و موسسات در پرتو علم و دانش، خلاقيت و نوآوري است. اگر يك سازمان اطلاعاتي بخواهد در صحنه رقابت با ساير سازمان‌هاي اطلاعاتي باقي بماند، مي بايست دانش و مهارت كاركنان خود را به روز نمايد و اين مهم در صورتي محقق مي‌شود كه مديران آموزشي، برنامه‌هاي آموزشي مدوّن و تخصصي را سرلوحه برنامه‌هاي خود قرار بدهند تا از روند پرشتاب تغييرات و ابداعات فناوري كه در سايه دانش بشري ممكن شده است، عقب نماند. بنابراين سازمان‌هاي اطلاعاتي به لحاظ روند رو به پيشرفت علم و فنّاوري، لازم است به تناسب ظرفيت‌هاي موجود و مطلوب و رعايت فاكتورها و الزامات مديريتي براي كاركنان، برنامه آموزشي داشته باشند. اين تحقيق با هدف احصا و ارايه الزامات مديريت آموزش در سازمان‌هاي اطلاعاتي صورت گرفته است. نوع تحقيق، كاربردي بوده و در گردآوري اطلاعات از روش‌هاي اسنادي و كتابخانه‌اي، مصاحبه و پرسش‌نامه استفاده شده است. محقق با تكيه بر منابع علمي و مباني نظري موجود با استفاده از روش تحقيق توصيفي، ضمن مصاحبه با نخبگان و متخصصين حوزه آموزش در سازمان، الزامات و راهكارهاي افزايش بهره‌وري مديريت آموزش در سازمان‌هاي اطلاعاتي ـ امنيتي را احصا و با ارسال پرسش‌نامه نظرات، اهميت نتايج به دست آمده را با استفاده از آمار توصيفي، مورد آزمون قرار داده و ارزش گذاري نموده است. نتايج مويد آن است كه به منظور افزايش فرصت‌ها و اجراي مطلوب ماموريت‌هاي آموزشي در يك دستگاه اطلاعاتي و نيز كاهش آسيب‌ها، در چارچوب مناسبات آموزش، مي بايست الزاماتي مد نظر مديران آموزشي قرار گيرد كه سه محور مهم تر آن به شرح ذيل مي‌باشد: 1- تاكيد بر آموزش بايد به همراه پژوهش باشد 2- هماهنگي آموزش با فناوري موجود در دستگاه اطلاعاتي 3- تعيين اهداف آموزشي با بررسي نيازها و مشاغل دستگاه اطلاعاتي و ديدگاه متخصصان.

Knowledge, science, creativity and innovation guaranty the Progress and development of countries. If an intelligence organization wants to stay in the competition among other intelligence organizations, should update the knowledge and skill of his personnel. For achieving this, educational managers require to follow strictly the systematized and specialized educational programs to keep pace with the fast current of technology changes and innovation of human knowledge. Thus, security organizations should consider the growing progress of knowledge and science and in accordance with existing capacity and observing managing factors and necessities prepare educational programs for personnel. This study presents obligations of education management in intelligence organizations. The study is functional and employs documentary and library methods and interview and questionary for collecting information. The researcher depended upon scientific resources and existing theoretical principles, used descriptive research method, interviewed with elites and experts of education field in organization and calculated obligations and techniques to increase the efficiency of education management in intelligence-security organizations. The study results show that for increasing opportunities and proper implement of educational missions and decreasing damages in an intelligence system, educational managers should consider carefully the bellow listed guidelines: 1- Emphasis on education should be together with research. 2- Education should be coordinated with available technologies in intelligence system. 3- The educational goals should be determined by examining needs and professions of intelligence system and viewpoints of experts.
