ارزيابي ميزان نياز به چابكي در سازمان‌هاي اطلاعاتي با استفاده از منطق فازي

Assessing the degree of necessity for agility in intelligence organizations by phase reasoning

يكي از مسايل مهم در تصميم‌گيري اطلاعات مي باشد و اين موضوع در سازمان‌هاي اطلاعاتي به ميزان چابكي آنها بستگي دارد لذا ضروري است مديران اين سازمان‌ها از ميزان مورد نياز سطح چابكي سازمان خود اطلاع داشته تا به همان ميزان وقت و هزينه براي رسيدن به سطح چابكي مورد نظر صرف نمايند. بر همين اساس، تحقيق تلاش دارد به اين سوالات پاسخ دهد كه چابكي چيست و چگونه اندازه‌گيري مي‌شود؟ چگونه مي‌توان سطح نياز به چابكي را در سازمان‌هاي اطلاعاتي محاسبه نمود؟ اين تحقيق به روش موردي ـ زمينه‌اي با هر دو رويكرد ژرفانگر و پهنانگر در چارچوب طراحي شده براي اندازه‌گيري سطح چابكي مورد نياز توسط شريفي و مراحل پيشنهادي ملهم از روش «لين» و همكارانش انجام شده و نتيجه آن نشان مي‌دهد كه در سازمان اطلاعاتي مورد بررسي، سرعت تجزيه و تحليل اطلاعات، بيشترين تاثير و قابليت بقا فرايندها و كمترين اثر را در تعيين سطح چابكي مورد نياز دارند.

Phase reasoning is one of the significant issues in information decisionmaking process and in intelligence organizations; this matter depends on their personnel’s degree of agility. Therefore, it is necessary for executives of these organizations to know about the degree of necessity for agility in their own intelligence organizations because this makes them able to plan for the time and expense that they should spend them to reach their ideal degree of agility. According to that, this study tries to answer these questions, what is agility, how is measured and how we can measure the degree of necessity for agility in intelligence organizations. The method of study is case-field study with perceptive and comprehensive approach. In addition, suggested phases inspired by ((Lyn)) and his partners’ method employed in the study and the results show that in the examined intelligence organization, speed of information analysis has the highest effect and continuity of processes has the lowest effect in measuring the degree of necessity for agility.
