بررسي عوامل موثر بر حفاظت كاركنان نيروهاي مسلح از منظر فرماندهي معظم كل قوا (مدظله العالي)

Studying the effective factors on the NAJA staff’s protection from the viewpoint of the supreme leader of all forces

به دليل تهديدهاي روزافزون امنيتي و غيرامنيتي عليه كاركنان نيروهاي مسلح جمهوري اسلامي ايران و نقش بارزي كه اين افراد در برقراري و پايداري نظم و امنيت در سراسر ايران اسلامي و مقابله با توطيه‌هاي دشمنان داخلي و خارجي بر عهده دارند، آنان بيش از پيش مورد هجمه هاي اطلاعاتي و امنيتي دشمنان بوده و بدين‌خاطر ضرورت دارد كاركنان در مقابل اين تهديدها به شايستگي حفاظت گردند. از جمله ابزارهاي موثر براي حفاظت از كاركنان، اجراي دقيق رهنمودها و اوامر صيانتي فرماندهي معظم كل قوا (مدظله العالي) در مقوله حفاظت از كاركنان مي‌باشد. بر اين اساس، اين تحقيق با هدف: «بررسي عوامل موثر بر حفاظت كاركنان از منظر فرماندهي معظم كل قوا» انجام و سوال اصلي آن، عبارت است از: «مهم ترين عوامل موثر بر حفاظت كاركنان از منظر فرماندهي معظم كل قوا كدام است؟» محقق در اين پژوهش به دنبال تعيين اولويت شاخص هاي مربوط به سوال هاي فرعي (زمينه-هاي آسيب پذيري، آسيب پذيري ها و شاخص هاي حفاظت از كاركنان) بوده است. اين تحقيق از نظر هدف؛ كاربردي و از نظر روش؛ توصيفي - پيمايشي بوده و تحليل داده‌ها با نرم‌افزار spss و آزمون هاي خي-دو و فريدمن، صورت گرفته است. جامعه آماري اين تحقيق شامل حدود 2200 نفر از مديران و كاركنان كه داراي تحصيلات دكترا و كارشناسي‌ارشد و در طيف درجات سرداري، افسري ارشد، افسري جز و كارمندان هم‌طراز مي باشند كه پس از انجام نمونه‌گيري، با روش كوكران تعداد 92 نفر به عنوان نمونه آماري تعيين و به روش هدفمند انتخاب شده اند. در اين تحقيق بعد از گردآوري و مطالعه و دسته‌بندي رهنمودهاي صيانتي فرماندهي معظم كل قوا و مشاوره با صاحبان انديشه و استادان راهنما و مشاور، پرسشنامه محقق‌ساخته تدوين و براي محاسبه پايايي سوالات، از طريق آلفاي كرونباخ اقدام گرديد. پس از انجام تحقيق و جمع آوري پرسشنامه ها، در نهايت داده-هاي گردآوري شده با آزمون فريدمن اولويت‌بندي شد و اولويت‌هاي هر يك از سوال ها مشخص شد.

Because of the daily increasing security and insecurity threats against NAJA staff and the apparent role these people have in holding and maintaining order and security all over the Islamic Iran and in combating the plots of internal and external enemies, they are more than ever under enemies’ intelligent and security attacks and therefore it is necessary that NAJA staff be protected appropriately against these threats. From the effective tools to protect NAJA staff is the accurate enforcement of supreme leader’s guidelines and safeguarding orders in the issue of protecting the staff. According to this, this research has been done with the goal of : "studying the effective factors on the NAJA staff’s protection from the viewpoint of the supreme leader of all forces" and its main question is: "what are the most important effective factors on the NAJA staff’s protection from the viewpoint of supreme leader of all forces?" , the researcher here is looking for indicating the priority of indexes relating to secondary questions (the vulnerability backgrounds, vulnerabilities and the indexes of protecting the staff). The goal of this research is applied and its method is descriptive-survey and we analyzed data with spss software and chi-squared test and Friedman test. Statistical community of this research includes about 2200 persons of NAJA managers and staff whose education level are PhD, M.A and in ranges of commander, high officer, junior officer, and same level employees that after sampling through Cochran method, 92 people were certified as statistical sample and chosen with targeted method. In this research, after gathering and studying and classifying the safeguarding guidelines of the supreme leader of all forces and consulting the thought owners and guide professors and counselors, we edited the questionnaire and through Cronbach’s alpha determined the durability of questions. After doing the research and gathering the questionnaires, at last the collected data were prioritized with Friedman test and the questions were classified according to priority. According to research results, the priorities of the first question are: weakness in the worthy-value managerial system, ignoring the staff’s livelihood situation, ignoring the quality of manpower in the selection process and issues like; giving the managerial jobs to competent, honest men who are interested in people’s destiny, taking the process of selection and employment serious and trustworthiness are the top priorities of the second question.
