علت اصلي پيدايش مشروطيت درايران تاسيس عدالتخانه بود كه به اختلافات ومشكلات مردم رسيدگي نمايد.علاوه بر محافظت از منافع وحقوق آنان،از ديكتاتوري وبي قانوني دركشورنيز جلوگيري كند.اين روند در نهايت منجر به تشكيل مجلس شوراي ملي شد.اما تشكيل مجلس به خاطر وجودعناصري وابسته درميان نمايندگان وعملكرد ضعيف آنان نه تنها مشكلي را برطرف نكرد بلكه زمينه ديكتاتوري رضاخان را نيز فراهم آورد.سه مجلس اول تا سوم مشروطه،هريك به دليلي بسته شد.مجلس چهارم نيز پس از يك دوره طولاني فترت پس از كودتاي 1299شروع به كار كرداما در دوره فعاليت اين مجلس وبه ويژه مجلس پنجم تلاشهاي فراواني براي تغيير نظام سياسي مشروطه صورت گرفت.از يكسورضاخان تمام تلاش خود را مصروف به دست آْوردن مطلقه قدرت نمود واز سويي ديگر نيروهاي وفادار به مباني مشروطيت براين باور بودند كه تحول نظام سياسي به منزله بازگشت مجدد ديكتاتوري وبربادرفتن آرمانهاي مشروطيت خواهد بود.اگرچه دراين دو دوره مجلس نمايندگان روحاني وعلما تلاشهاي بسيار خوب ومفيدي انجام دادند ولي اين فضاي بوجودآمده بويژه در مجلس پنجم مانع از جلوگيري اهداف رضاخان شد.

The main reason for the emergence of constitutionalism in Iran was justice house established to attend to the differences and problem people in addition to protect of their benefits and rights it can prevent from dictatorship and anarchy in the country. This process leads to the formation of the National Council but constition of the parliment because the elements dependent on the representatives and their weak performance.not only did eliminate the problem but it provided the base of reza khan dictatorship.the three parliment of the first to third Constitution and each one closed for any reason. The Fourth parliment also closed after a long period of interregnum andAfter the 1299 coup started But in the course of this parliament and constitution of the Fifth Parliament took lots of attempts to change the political system. On the one hand, Reza Khan, used all his efforts to gain absolute power and On the other handForces loyal to the constitutional principles believed that evolutionof the political system as the further the return dictatorship abd it will caused to destroy constitution wishes.Although at this time of parliment spiritual representatives and scholars done a lot of good adn useful efforts but at this space created particularly in fifth parliment it was barrier preventing reza khan goals.
