Designing and Articulating the Model of Sustainable Nation-Building

در طول تاريخ، ملتهاي بسياري شكل گرفته اند؛ ملتهايي با مشخصه هاي گوناگون كه گاه با تكيه بر ويژگيهاي مطلوب خويش رهنماي نسلهاي آينده شده و جوامع پس از خود را شكل دادهاند وگاهي در قالب مللي فاقد تشكل و كمبهره از خردجمعي، به دليل ضعف مديريت و سو تدبير منقرض شده، از اذهان و يادها چه عوامل و الزاماتي موجب » محو شده و به تاريخ پيوستهاند. بنابراين سوالي شكل ميگيرد مبني بر اينك ه .«؟ ميگردد كه ملتي واحد و خردمند شكل گيرد و تداوم يابد در مقاله ي حاضر، با هدف پاسخ به پرسش فوق، تلاش شد با تحليل نگاشته شده ها در حوزه ي ملت سازي و حكمراني خوب با استفاده از روش نظريه پردازي داده بنياد و تحليل محتوا، عوامل موجد ملت و راهبردهاي تداومبخش موجوديت آن بازشناسي شوند، و بدين ترتيب الگويي متشكل از سه جز تدوين و طراحي گرديد. به منظور ارزيابي، تعديل و اصلاح الگوي طراحي شده، با استفاده از روش دلفي و ضمن مراجعه به خبرگان آگاه در زمينهي پژوهش مدل، طي دو دور دلفي مدل در اختيار هفده خبره قرار گرفت. در دور دوم دلفي مدل مورد تاييد خبرگان قرار گرفت و بدين تريتب الگوي ملتسازي پايدار به مثابه رهآورد ملتسازي در پرتوي حكمراني خوب اصلاح و بازطراحي گرديد؛ الگويي متشكل از سه جز : الف) الزامات آغازگر ملتسازي (هو يت ملي عام و خاص)، ب) راهبردهاي تداومبخش فراگرد ملتسازي (عدالت اجتماعي، كارآمدي حكومت، شهروندي، جامعهپذيري سياسي) و ج) پيامدهاي حاصل از تدوام موجوديت ملت و فراگرد ملتسازي (انسجام و يكپارچگي ملي، اعتماد عمومي، صلح پايدار، توسعهي متوازن و پايدار، مشروعيت ملي و فراملي)

Throughout history, many nations are formed; nations with various specifications that relied on their favorable traits guided the next generation and formed the next communities. Sometimes they were in the form of nations but suffer from the lack the organization and without any collective wisdom and due to mismanagement they were doomed to extinction. So, the question is “what factors and requirements are needed to shape a virtue nation and guarantee its survival?” In this paper, we aim to answer the above mentioned question. In this way we tried to analyze the articles and literature in nation-building and good governance according to the grounded theory and content analysis to find out the factors and strategies for maintaining and recognizing nation’s existence. Thus a model consists of three components was developed and designed. In order to evaluate, regulate and modify the designed pattern, by using Delphi method and also referring to some elites in the field of research modeling, the model was presented to 17 elites in two-round Delphi. In the second round of Delphi, the model was approved by elites so sustainable nation-building model was redesigned as a gift of nation-building in the light of good governance. This model consists of 3 components: a) obligations of initiating nation- building (general and specific national identity), b) strategies for continuing the processes for nation-building (social justice, effective government, citizenship, political socialization) and c) consequences of continuing existence of the nation and nation-building process (national integrity, public trust, permanent peace, balanced and sustainable development, national and international legitimacy).
