Evaluation and Reform of Administrative Process in the Mirror of the General Inspector of Iran

اگرچه غالباً براي حل برخي مسايل و مشكلات، تصميمگيري شده و قوانين مربوطه هم تعيين مي شود، در مرحله ارزيابي مشخص م يشود كه شيو ههاي غلط يا ناكارآمد اجراي قانون و سو مديريت دستگاه هاي اجرايي و اداري، باعث عدم نيل به اهداف تعيين شده در محتواي قانون وخطمشي شده است. بنابراين هدف اصلي اين مقاله طي گفتاراول، بررسي نهادهاي نظارتي درايران با تاكيد بر جايگاه سازمان بازرسي كل كشور در فرآيند سياست گذاري عمومي ب هطور كل و در فرآيند ارزيابي قوانين و مقررات ب هطورخاص اس ت. در گفتار دوم به نقش سازمان بازرسي و نيز سازمان مديريت و برنامه ريزي (معاونت برنامه ريزي و نظارت راهبردي) طبق قا نون پرداخته م يشو د. « بازرسي عملكرد وارزيابي خط مش يه ا » مديريت خدمات كشوري در مرحله يافته ها حاكي از آن است كه اين دو نهاد، صلاحيت و شرايط ضروري براي ايجاد اصلاحات وارايه سازوكارهاي اثرگذار بر عملكرد دستگاه هاي اجرايي را دارند و تحول از رويكرد بازرسي- تفتيش به رويكرد بازرسي- نظارت تصحيحي اين مهم را محقق ميسازد

Although often decisions have been made and some proper laws been determined for solving some problematic issues, wrong or inefficient ways of implementation of law and executive and administrative systems mismanagement which cause the failure of reaching the determined goals are characterized in the assessment phase. Therefore, the main purpose of present essay through the first chapter is the investigation of the role of surveillance institutes in Iran while having the emphasis on the status of the State General Inspection Organization in the process of public policy making in general, and in particular is the investigation of this role in the evaluation process of laws and provisions. In the second chapter, the role of inspection organization is addressed as well as management organization according to the management services in the country in the phase of “inspection of performance and evaluation of policies”. Achievements are good evidences to show that these two bodies are well qualified to reform and offer the mechanisms which might be able to influence the performance of executive systems and can also be able to fulfill the change from the inspection- audit approach to the inspectioncorrective surveillance
