تحليل شبكه‌اي مرحله تصميم‌گيري در سياست‌گذاري نانو‌تكنولوژي ايران: سند توسعه فناوري نانو

Network Analysis of Decision Making in Iran’s Nanotechnology Policy Making; Case Study of Nanotechnology Plan

سند راهبردي توسعه فناوري نانوي ايران كه سياست‌گذاري اين حوزه را در افق 10 ساله (84-1393) در بر دارد با تلاش‌هاي ستاد توسعه فناوري نانو در سال 1384 تصويب شد. اين سند شامل 53 برنامه اجرايي است كه سازمان‌هاي مختلف به عنوان متولي، مسيوليت اجراي هر برنامه را برعهده دارند. اين مقاله قصد دارد تا با تمركز بر سند توسعه فناوري نانو و با استفاده از رويكرد تحليل شبكه‌اي، ضمن بررسي ارتباطات ميان سازماني و ميان برنامه‌اي، مراكز قدرت را در شبكه ارتباطي سند شناسايي كرده و مورد تحليل قرار دهد. بنابراين مرحله تصميم‌گيري يا طراحي سياست‌ها در فرايند سياست‌گذاري نانو‌تكنولوژي كشور با محوريت سند مذكور مورد بررسي قرار مي‌گيرد. نتايج نشان مي دهد وزارتخانه هاي بهداشت، صنايع و علوم بازيگران اصلي شبكه بوده و بيشترين ارتباطات نيز ميان اين 3 نهاد برقرار است. از طرف ديگر توجه نامناسب به ملاحظات زيست محيطي نانو تكنولوژي و جايگاه نامطلوب سازمان محيط زيست در اين زمينه از نقاط ضعف سند مذكور مي باشد.

Nanotechnology policy making in different countries is performed using various programs. Each country, according to its own characteristics, and uses of various actors, is endeavored critical to the development of this critical field of application. In Iran, a special committee of nanotechnology, as the key responsible to policy making in this area, was formed in 2003, and two years later, the Nanotechnology Development Plan was formulated. This research, using Network Analysis Approach, aims to focus on Nanotechnology Strategic Plan in order to find that to which extent decision making in this area is based on optimal and efficient networking between the involved programs and the actors in the field. The Research findings showed that there is a relatively significant distribution and balance of power among the actors and programs. Also a network of communications and co-operations has been formed. Finally, in some sections, there are centers of power in the network that may arose from the circumstances and needs of the country, which have been formed based on the purposeful policy making.
