Analysis of the Effectiveness of Higher Education on the Issue of Youth Employment

توسعه اقتصادي و اجتماعي از طريق توسعه انساني محقق ميگردد و منابع انساني از مهم‏ترين عوامل توسعه در هر جامعه‏اي محسوب مي شوند. از آنجايي كه نظام آموزش عالي به عنوان يك بخش زيربنايي جامعه، رابطه تنگاتنگي با بازار كار و برنامههاي توسعه اقتصادي- اجتماعي دارد، هر كشوري براي توسعه و تربيت نيروي انساني متخصص و توانمند، به كارآمد كردن نظام آموزش عالي خود نيازمند است تا به توسعه پايدار و متوازن دست يابد. اما در ايران به رغم گسترش كمّي دانشگاه ها و موسسات آموزش عالي در دهههاي اخير ، مسايل مرتبط با بيكاري و فقدان مهارت هاي عملي قشر جوان افزايش يافته است. بر اساس نظر مركز آمار ايران، جمعيت بيكار داراي تحصيلات دانشگاهي در سال 85، 373513 نفر و در سال 90، 768051 نفر بوده است. مقاله حاضر درصدد است تا با هدف ارايه پيشنهادات مناسب، كارآمدي آموزش عالي براي اشتغال جوانان را مورد بررسي و تحليل قرار دهد. روش تحقيق مقاله توصيفي- تحليلي و از نظر جمع آوري اطلاعات كتابخانه اي و اسنادي مي باشد. نتايج حاكي از اين است كه ناهماهنگي سياست ها، برنامهها و محتواي آموزشي و پژوهشي دانشگاه ها با نيازهاي جامعه و بازار كار از جمله موانع عمده و اختلال اصلي در اشتغال جوانان است و بايد به آن توجه ويژهاي مبذول گردد.

Economic and social developments will be achieved through human development. In this respect, the most important factors of human resource development in any society should be considered. However, each countryʹs higher education system as a fundamental part, is intimately related to labor market programs for socio- economic development of the country. Therefore, for the development and training of skilled and competent, efficient system of higher education is necessary to achieve balanced and sustainable development. Despite a slight expansion of universities and institutions of higher education in recent decades, issues of unemployment and lack of skills among youth has increased in Iran. Statistical Center of Iran has announced crowd of educated unemployed is 373,513 people in 1385 years and 768,051people in years 1390. This article aims to provide relevant offers, the efficiency of higher education to employment for young people to explore and analyze. The methods are descriptive-analytical and the collection and analysis of library data and documents. The results showed that ineffectiveness of higher education in particular, the lack of alignment of programs and inconsistencies in the content of teaching and research universities with labor market needs is among the major obstacles to a major disturbance and the main disturbance in youth employment.
