Developing and prioritizing strategies to improve the quality of urban life in residential neighbourhoods in Tabriz metropolitan using SWOT and ANP models

راهبرد توسعه شهري، فرآيند تهيه چشم انداز توسعه بلندمدت يك شهر است كه بر اساس آن برنامه‌‌هاي اجرايي در مقياس كوتاه مدت و بلند مدت تهيه مي شوند. دست يافتن به چشم اندازهاي واقعي كه مورد توافق عمومي قرار گرفته باشند، در اين شيوه از برنامه‌ريزي شهري اولويت و ارجحيت يافته‌ است؛ زيرا تجربه نشان داده كه موفق‌ترين اهداف و سياست‌ها، در مرحله اجرا، آنهايي هستند كه از طرف مردم، مديريت شهري و دولت مركزي در مورد آنها توافق و تفاهم وجود دارد. در واقع در اينجا سعي مي‌شود براي دستيابي به اهداف كلان توسعه شهري، همه جناح‌ها و گروه‌هاي ذي‌نفع, ذي نفوذ, ذي مدخل, ذي ربط و ذي صلاح به نوعي گِرد هم آمده و براي آينده شهر تصميم بگيرند، تصميمي كه در ادامه تبديل به برنامه هاو طرح‌هاي اجرايي مي شوند. تدوين راهبردهايي براي ارتقاي كيفيت زندگي شهري در محلات مسكوني كلانشهر تبريز بر پايه همين مباني تيوريك و بر اساس مشاركت مردم به منظور رسيدن به چشم‌اندازهاي برنامه توسعه‌اي تبريز1404 مي‌باشد. در پژوهش حاضر از روش‌هاي پرسشنامه و مصاحبه براي جمع‌آوري اطلاعات استفاده شده و براي تحليل داده‌ها از نرم‌افزارهايي مانند SPSS و Super Decisions بهره برده مي‌شود. رتبه‌بندي راهبردها اولويت مداخله را در راستاي ارتقاي كيفيت زندگي در كلانشهر تبريز مشخص مي‌كند . در نهايت روند اين تحقيق مي‌تواند به عنوان يك مدل براي استفاده در ساير كلانشهرها مطرح گردد. بر اساس نتايج حاصل شده، راهبرد "استقرار مديريت بحران شهري متخصص و كارآمد و كسب سطح بالايي از آمادگي براي مقابله با حوادث غيرمترقبه" بيشترين وزن را به خود اختصاص داده و در اولويت نخست راهبردهاي كلانشهر تبريز قرار گرفته است.

Over time and with the increasing importance of multi-dimensional concepts related to human life and their application in the planning, sustainable development vision has been replaced economic approach and development in planning. Within these changes, a new concept of quality of life has had a profound effect on the planning development. While there are no easy solutions to solve urban problems through traditional urban planning, formulation of developmental strategies can systematically deal with urban problems via the lens of opportunities, resources, threats, detection and allocation of resources and etc. All this makes major contributions to local governments and municipalities. This approach seeks to find solutions to maintain or increase economic power and or improving the life quality. In Iran, experiences have shown that urban projects not been successful in creating a high quality urban environment in both existing and new cities regarding their proposed aim and objectives. Urban development strategy is usually tries to prepare long-term developmental prospects whereby the short scale and long-term performances. In this method of urban planning, real prospects have high priority. Experiences have shown that the most successful goals and policies, in effect, are those which enjoy a consensus between the central government and local one. In fact, attempt is made to achieve the overall goals of urban development. Considering these theoretical points and peopleʹs views in achieving the Tabriz 1404 developmental prospects, strategies are formulated to improve the quality of life in residential neighbourhoods in the metropolitan city of Tabriz. In general, this research seeks to develop and provide appropriate strategies to improve the quality of life in residential neighbourhoods of Tabriz metropolitan are regarding peopleʹs view points. From this point, this research is used questionnaire and interview methods to collect data. For analysis part of the research, SWOT, ANP, SPSS and Super Decisions techniques are used. Based on the results, the strategy of establishment of urban disaster management system has gained high level priority in Tabriz metropolitan area.
