نيوليبراليسم و ساختار نابرابر اجتماعي تاملي آسيب‌شناسانه بر كاربست الگوي عدالت استحقاقي در سياست‌هاي اجتماعي اتحاديه اروپايي

Neo-liberalism and the Social Unequal Structure; A Pathological Reflection on the Implementing Pattern of Entitlement Justice in EUʹʹs Social Policies

اين نوشتار در صدد است تا رابطه بين نيوليبراليسم و ساختار نابرابر اجتماعي را بررسي كند. آيا نيوليبراليسم در پيدايش ساختار نابرابر اجتماعي در اتحاديه اروپا، نسبت به گذشته خود تاثيرگذار بوده است؟ در اين پژوهش، كشورهاي اتحاديه اروپايي و سياست‌هاي آنها از چرخش دولت رفاه به سمت نيوليبراليسم در دو دهه اخير به عنوان مطالعه موردي بررسي شده‌اند. بر اساس فرضيه پيشنهادي، نيوليبراليسم با جايگزيني سياست عدالت استحقاقي در برابر عدالت توزيعي كه نماينده دولت رفاه به شمار مي رفت، در پيدايش ساختار نابرابر اجتماعي و اقتصادي در جوامع پيشرفته غربي چون كشورهاي اتحاديه اروپايي تاثير گذاشته و مشكلاتي را در زمينه‌هاي سلامت، بيكاري و بازنشستگي باعث شده است. در اين نوشتار، نخست اتحاديه اروپايي و بحران‌هاي آن روشن شده است. سپس به جايگزيني سياست‌هاي نيوليبراليستي به جاي دولت رفاه، و عدالت استحقاقي به جاي عدالت توزيعي پرداخته شده است. به دنبال آن به تعريف هريك از اين دو سياست و توضيح كارويژه‌هاي آنها توجه شده و در بخش پاياني، پيامدهاي كاربست الگوي استحقاقي در اين اتحاديه مورد كنكاش قرار گرفته است

This paper seeks to examine the relationship between Neo-liberalism and the social unequal structure. Is Neo-liberalism has been effective in the rise of the social unequal structure in EU, comparing to its past? In this study, we consider the EUʹs members and their policies from shifting the welfare state toward Neo-liberalism in the past two decades, as a case study. According to the proposed hypothesis, Neo-liberalism by replacing policy of entitlement justice versus distributive justice, that was the representative of the welfare state, has affected the emergence of social and economic unequal structure in advanced Western societies like EUʹs countries, and caused the Problems in the areas of health, unemployment and retirement. In this paper, firstly we illustrate the Europe Union and its crises. Then, we consider the replacing the neoliberal policies rather than welfare state, and entitlement justice rather than distributive justice. In the following, we define each of these two politics and explain their functions. In the final section, we explore consequences of implementing entitlement model in the Union.
