چكيده اين تحقيق با موضوع تبيين نقش آمايش سرزمين در توسعه توانمندي هاي دفاع ملي انجام شده است. بر اين اساس، هدف اين مطالعه و تحقيق آن است كه با شناخت، تجزيه و تحليل وضع موجود، متغيرها و عوامل موثر در آن نظام، تعاملات، ارتباطات، ويژگي‌ها، اجزا مرزها، ورودي‌ها و خروجي‌ها، عناصر و پردازش‌ها، كم و كيف متغيرهاي دخيل و روابط بين آن‌ها را تعيين نموده كه تحقيق حاضر در پي پاسخ‌گويي به اين سوال است كه، «نقش آمايش سرزمين در توسعه توانمندي هاي دفاع ملي چيست؟» نوع تحقيق، كاربردي است. از نظر روش‌شناسي، روش تحقيق توصيفي، تحليلي و با استفاده از تكنيك‌هاي طراحي و نرم افزار GISمي‌باشد. فرضيه‌هاي اين تحقيق عبارت است از: • محيط جغرافيايي، عوامل ژيوپلتيكي، تهديدات دفاعي و امنيتي برون مرزي در طراحي الگوي آمايش سرزمين موثر است. • رعايت اصول دفاع غير نظامي، قابليت‌هاي مكاني و جغرافيايي منطقه در تعيين الگوي آمايش سرزمين نقش موثر است. • الگوي بهينه آمايش سرزمين با رعايت دفاع غير نظامي باعث ايجاد قابليت دفاع همه جانبه منطقه‌اي و بهره‌گيري مناسب از منابع مي‌گردد. روش كار اين تحقيق چنين است؛ ابتدا ادبيات و مباحث نظري بررسي شده و سپس با استفاده از تجزيه و تحليل مباحث نظري، مفاهيم كليدي و نظري آمايش سرزمين، دفاع غير نظامي، تهديدات و جغرافياي نظامي، بررسي، مقايسه و سپس متغيرهاي تحقيق تعريف عملياتي شده و بر اساس آن، پرسشنامه، طراحي و اعتبار و روايي آن بررسي شده است، سپس طراحي نظري و مفهومي تحقيق انجام شده و اصول و شاخص‌هاي تحقيق تبيين شده است.

The Territorial Preparation in Developing National DefenseCapabilities Gholam Reza Jalali Date of Submission: Sept.11,2012 Date of Acceptance: Nov.10,2012 Abstract The present study enumerates the design of territorial preparation in the northwest area on the basis of implementing passive defense doctrine in order to achieve the total defense. Consequently, this article aims to recognize and analyse the status quo, variables and effective factors in the system in a way to determine interactions, relations, features, boarder segments, inlets/outlets, elements and processes, conditions of effective factors and relations between and among them and accordingly to provide the model design of the northwest area territorial preparation upon implementing passive defense doctrine in line with achieving total defense in northwest boarder areas. The present research seeks to answer the question “what is the favorable model of the Iranian northwest territorial preparation based on implementing passive defense doctrine in line with achieving total defense?’’ The current paper is an applied one which employs descriptive – analytical methodology and uses designing techniques and GIS software. The hypotheses of this research include the following: Observing passive defense doctrine and territorial geographical capabilities is effective on formulating the territorial preparation model of the northwest area. The favorable territorial preparation model along with observing passive defense doctrine improve total defense and pave the ground for utilizing resources. This article first reviews the related literature, then analytically delves and comparestheoretical controversies and key concepts of territorial preparation, passive defense, threats and military geography;meanwhile, it operationally defines the variables and consequently designs and evaluates the questionnaire; in the same vein, it designs the theoretical or conceptual framework and delineates the parameters of the study and in the end, it proffers the favorable strategies in line with achieving total defense upon the yielded outcomes.
