بررسي رويكرد سنتي تهيه‌ي طرح‌هاي توسعه‌ي شهري در ايران با استفاده از مدل SWOT

Review of Traditional Approach for Preparing Urban Development Plans in Iran by SWOT Model

علي‌رغم تلاش‌هاي بسيار در تهيه و اجراي طرح‌هاي توسعه‌ي شهري در ايران، اين طرح‌ها موفق نبوده و نتوانسته‌اند به اهداف تعيين شده به ويژه تحقق مراكز خدماتي و ارتقاي سطوح و سرانه‌هاي كاربري‌هاي عمومي دست يابند. با توجه به اين كه اين طرح‌ها از جايگاه بالايي در نظام برنامه‌ريزي شهري ايران برخوردارند، عدم تحقق و موفقيت آن‌ها اثرات نامطلوب زياد و بعضاً جبران‌پذيري در شهرها ايجاد كرده است. اين مسايل باعث شده است بي‌توجه به مزاياي تهيه‌ي اين طرح‌ها، مطالعات و بررسي‌هاي انتقادي زيادي در اين زمينه انجام شود. در اين مقاله سعي شده است با استفاده از مدل كابردي (SWOT) امكانات و محدوديت‌هاي دو حوزه "تهيه‌ي طرح" و "اجراي طرح" بررسي و در نهايت به ارايه‌ي راهبردهايي براي افزايش اثربخشي طرح‌هاي توسعه‌ي شهري مبادرت شود. در اين مدل كه يك ابزار استراتژيك محسوب مي‌شود، ابتدا عوامل موثر در موضوع برنامه‌ريزي به عوامل محيط دروني شامل نقاط قوّت و نقاط ضعف، و عوامل بيروني شامل فرصت‌ها و تهديدها تقسيم مي‌شود و سپس بر اساس بررسي‌هاي اوليه راهبردهاي تهاجمي، تنوع، بازنگري و تدافعي تعيين و ارايه مي‌شود. نتايج ناشي از اين تحقيق نشان مي‌دهد كه بايد در نحوه‌ي تهيه و اجراي طرح‌ها تغييرات اساسي ايجاد نمود. سر فصل اين تغييرات اهميت دادن به مردم و نهادهاي محلي در تهيه و اجراي طرح‌هاي توسعه‌ي شهري است.

Despite great efforts in preparing and implementing urban development projects in Iran, these plans have not succeeded and failed to reach the goals, especially in fulfillment of service centers and raising of public per capita level. Since these plans have a high position in the urban planning system, lack of realization and success of them created undesirable and sometimes irretrievable effects in cities. Disregarding the benefits of these plans, has caused several critical studies to be performed. In this paper, by using applications model (SWOT) it is tried to review both the possibilities and limitation of the "plan preparationʹ and ʹʹplan execution" and ultimately provide strategies to increase the effectiveness of the urban development plans. In this model, that is a strategic tool; firstly, effective factors in planning are divided into internal and external environment agents which are strengths and weaknesses points and opportunities and threats respectively. Then, based on the primary studies; aggressive, variety, review and defensive strategies are determined and presented. Results from this study show that a fundamental change should be done in preparation and implementation of the plans. Giving significance to the people and local agencies in preparing and implementing of urban development plans is the priority of these changes.
