ارايه چارچوبي براي تعيين اولويت‌هاي برنامه ريزي در پارك‌هاي علمي با استفاده از روش ديماتل فازي؛ مطالعه موردي پارك علم و فناوري شيخ بهايي

Determining the Priorities in Science Parks by Using Fuzzy DEMATEL Case Study of Sheikh-Bahai Science and Technology Park

پارك هاي علمي از ابزارهاي شناخته شده در زمينه رشد و توسعه شركت هاي دانش بنيان هستند. از همين روي، اين نهادها در سال‌هاي اخير مورد توجه سياستگذاران علم و فناوري كشور قرار گرفته اند. مطالعه نحوه اثرگذاري اين نهادها بر توسعه شركت هاي دانش بنيان و شناسايي عوامل تاثيرگذار بر كسب مزيت رقابتي توسط آنها موضوع اين تحقيق بوده كه پس از بررسي گسترده مطالعات موجود در اين حوزه، عوامل كليدي تاثيرگذار شناسايي شده و با استفاده از نظر خبرگان، متناسب با شرايط كشور اصلاح شده و در يك چارچوب مناسب قرار گرفته اند. اين چارچوب شامل چهار بعد «منابع انساني»، «تحقيق و توسعه و انتقال فناوري»، «تسهيلات» و «توسعه بازار» بوده و داراي دوازده زيرعامل مي‌باشد. چارچوب پيشنهادي در پارك علم و فناوري شيخ بهايي اصفهان به كار گرفته شد و نتايج نشان داد كه در اين پارك بايد توجه ويژه‌اي به بعد تسهيلات صورت پذيرد. اين بعد بالاترين اهميت را در ميان ابعاد 4 گانه دارا بود و به عنوان تنها بعد تاثيرگذار در پارك علم و فناوري شيخ بهايي اصفهان شناخته شد و ساير ابعاد مانند منابع انساني، تحقيق و توسعه و انتقال فناوري و توسعه ي بازار تاثيرپذير بودند. نتايج اين تحقيق نشان مي دهد كه توسعه شركت هاي دانش بنيان مستقر در اين پارك، بيش از نيروي انساني، فعاليت‌هاي دانشي و خدمات بازاريابي به تسهيلاتي همچون منابع مالي و زيرساخت هاي فيزيكي اوليه مورد نياز وابسته است. استفاده از اين چارچوب به منظور شناسايي ابعاد و عوامل تاثيرگذار در ايجاد مزيت رقابتي و تعيين اولويت‌هاي عمل و برنامه‌ريزي براي ساير پارك‌هاي علمي كشور نيز پيشنهاد مي‌شود.

Science parks are known tools for incubation of knowledge-based firms. Recently, policy makers of science and technology of our country has paid attention to these institutions. The topic of this research was investigating the impact of these institutions on the development of knowledge-based companies and identifying the key factors resulting in earning competitive advantages by located firms. After reviewing many researches in this field of study, key effective factors were identified and by using the experts, these factors were revised according to the circumstance of our country and placed in a proper framework. The framework consists of four aspects including: “human resource”, “R&D and technology transfer”, “facilities” and “market development” and twelve factors. The framework applied in Sheikh Bahai Science and Technology Park and the results obtained showed that in this park, facilities aspect needs special attention. This aspect had the highest significance in quadruple aspects and was the only aspect affecting Sheikh Bahai Science and Technology Park. Other aspects such as, “human resource”, “R&D and technology transfer”, and “market development” were effects of the aspects. The results of this research show that the development of knowledge based firms located in this park depends on facilities such as financial resources and primary physical infrastructure than human resource, research activities and marketing services. We suggest using this framework to find the aspects and factors influential the creation of competitive advantages and determining the action and planning priorities for other science and technology parks in Iran.
