بررسي وضعيّت اجراي استاندارد موتورسيكلت‌هاي ساخت داخل و رابطه آن با حوادث ترافيكي (مورد مطالعه: شهرستان اصفهان)

Studying the Condition of Enforcement in Standardization of Motorcycles Which Have Made in Iran and ITS Connection with Traffic Accidents in Esfahan City

استاندارد و استانداردسازي، از پايه هاي علم و فن آوري است كه در پيشرفت صنعت و اقتصاد نقشي به‌سزا دارد. يكي از عوامل مهم در كاهش تصادفات، رعايت استانداردهاي لازم در ساخت و توليد وسايل نقليه و تامين قطعات و لوازم يدكي آنهاست و عامل كيفيّت در حفظ و تامين امنيّت بسيار مهم است. امروزه موتورسيكلت به‌عنوان يكي از مهم ترين وسايل نقليه، نقش به‌سزايي را در ترافيك شهري و به‌خصوص در شهرهاي بزرگ كه با مشكل عبور و مرور مواجه هستند ايفا مي‌كند. به‌منظور تامين امنيّت موتورسيكلت‌ها و راكبان آنها تاكنون توسط موسسه استاندارد و تحقيقات صنعتي ايران 47مورد استاندارد تدوين و تصوّيب شده كه 16مورد از آنها جز استانداردهاي ملّي اجباري اعلام شده است. اين مطالعه با هدف بررسي وضعيت اجراي استاندارد موتورسيكلت‌ها توسط شركت‌هاي داخلي سازنده آن و روابط آن با حوادث ترافيكي درون‌شهري شهر اصفهان انجام شده است. اين مطالعه از نظر هدف، كاربردي و از نظر روش توصيفي - پيمايشي است. جامعه آماري مطالعه را كليه كارشناسان عالي تصادفات، فروشندگان و تعمير كاران موتورسيكلت هاي شهرستان اصفهان تشكيل مي دهد كه به‌روش نمونه گيري تمام‌شمار انجام شده است. در اين مطالعه از ابزار گرد آوري اطلاعات، پرسش نامه استفاده شده است. نتايج اين مطالعه نشان مي‌دهد، در شركت هاي سازنده فقط در زمان تاييد نوع و نمونه اوّليه موارد استاندارد اجباري ملّي رعايت مي ‌شود، اما در توليد انبوه موتورسيكلت-ها، استانداردهاي ملّي اجباري رعايت نمي شود و توسط شركت بازرسي كيفيّت و استاندارد ايران در توليد انبوه موتورسيكلت نظارت مطلوب به‌عمل نمي آيد و شركت فوق در انجام بازرسي ها موفقيّت ندارد.

Standard and standardization is one of the main elements of technology and science, which has played a significant role in the progress of economic and industry. One of the important factors in the reduction of accidents is the observance of necessary standards in manufacturing and production of vehicles and meeting or providing their spare parts and pieces. Nowadays, motorcycle as one of the most important vehicles has a significant role in urban traffic, particularly in megacities since they face the problem of Traffic. In order to maintain the safety of motorcycles and their riders, forty seven standard cases have been collected and approved by Iran Industrial Researches And standard Institution so far. At present, sixteen cases of them have been taken in to consideration as compulsory national standards. In order to study the conditions of enforcement in standardization of motorcycles by manufacturers companies in Iran and its connection with traffic accidents, at first, we investigated eight principal manufacturer company of motorcycle and Iran standard and Quality Inspection Company. The results of research indicates that all the Investigated person believe that manufacturer companies observe the compulsory national standards at the time of approval the primary model and kind of cases, but these companies do not observe the compulsory national standards in the production of motorcycles and Iran standard and Quality Inspection company has not had desirable supervision in the multitude production of motorcycle and that company has not been successful in the fulfillment of inspection.
