A Safavid Decree of Appointment to the Post of Moḥtaseb of Qazvin Dating 1648

شاه صفوي، ديوانسالاران و علما خود را در اجراي دستور الهي «امر به معروف و نهي از منكر،» مسوول مي‌دانسته‌اند. در ساختار ديواني ديني صفوي اين از جمله وظايف شيخ‌الاسلام بوده است. اما در اين نوشتار سندي ارايه شده كه طي آن ميرزا حبيب‌الله صدرممالك شخصي را به عنوان محتسب قزوين منصوب نموده تا علاوه بر اصلاح اخلاقي و اوضاع اجتماعي آن شهر، امور بازار را نيز ساماندهي نمايد. در اين نوشتار اطلاعات آن دوره درباره محتسب، اعم از سند و منابع كتابخانه‌اي مورد بررسي قرار گفته‌اند. ماحصل اينكه بايسته است براي مطالعه دوباره نقش‌هاي مناصب گوناگون شناخته شده در ديوانسالاري صفوي، به زمان و مكان هر منصب اهتمام داشته باشيم.

The Safavid shah, political administrators, and the clergy took it upon themselves to implement the divine command of enjoining good and forbidding evil (amr bi l-ma?r?f wa nah? ?ani l-munkar). Within the religious structure of the Safavid state, this was one of the duties of the shaykh al-islam. The present paper, however, presents a document according to which the ?adr al-mam?lek-e ma?r?seh appoints someone as mo?taseb of Qazv?n with instructions not only to oversee the moral & social reforms, but also to handle the economic affairs of the b?z?r. This study then explores all the data gathered on the mo?taseb, both from the document and other library sources of the period. All in all, what this study deems necessary is to re-examine the roles played by various posts constituting the complex machinery of the Safavid government with great attention paid to the time and place within which such posts were defined and assigned.
