تحليلي بر نقش شهرهاي كوچك در تمركز زدايي و توسعه منطقه‌اي با بهره گيري از مدل تصميم گيري چند معياره FuzzyANP و FuzzyVIKOR مطالعه موردي: جايگاه شهر كوچك جويبار در استان مازندران

امروزه الگوي قطبي شدن شهرهاي پرجمعيت و چيرگي پديده بزرگ سري نظام شهري را در ايران شاهد هستيم. اين امر دستاويز عدم تعادل و ناموزوني شهري- منطقه اي در كشور گرديده و با برتري و حكمروايي بر شهرهاي مياني و كوچك دشواري هاي بسياري را فرا روي مناطق كشور قرار داده است. اكنون در راستاي تعادل بخشي در نظام شهري- منطقه اي كشور، شهرهاي كوچك مي‌توانند تاثيرگذاري مثبت داشته باشند. به طوري كه اين دسته از شهرها در نقش حلقه‌هاي ارتباطي و پيوندي بين روستا و شهرهاي ميانه و سپس شهرهاي بزرگ، چنانچه سطحي از امكانات براي اين دسته از شهرها را فراهم نماييم، از كارايي بايسته در خدمات‌رساني به ساكنين حوزه نفوذ خود برخوردار گرديده و احساس رضايت نسبي آنان را فراهم خواهند نمود. در اين پژوهش با بررسي تطبيقي چهار شهرستان برگزيده در استان مازندران نتايج بدست آمده از روش آناليزFuzzy ANP و Fuzzy VIKOR بازگوكننده عدم تعادل منطقه-اي از نظر ميزان برخورداري از شاخص هاي توسعه (49 شاخص در چهار گروه بزرگ فرهنگي، اقتصادي، كالبدي و زيربنايي) در اين استان مي باشد. چنانكه شهرستان ساري با رتبه 0.78 در جايگاه نخست، شهرستان قايم‌شهر با رتبه 0.50 در جايگاه دوم، شهرستان بابلسر با رتبه 0.39 در جايگاه سوم و بالاخره شهرستان جويبار با كسب رتبه 0.24 در جايگاه آخر قرار گرفت. اين سنجش ها، آشكارا بازگوكننده نابرابري زيادي است كه بين شهر نخست و آخر وجود دارد. اينك به منظور توسعه، برابري و تعادل شهري- منطقه اي، اين نابرابري ها بايد از راه افزايش و بهبود زيرساخت‌ها و توانمندسازي ساير شاخص ها كاسته شود و شهر هاي كوچك از شاخص هاي توسعه اي بيشتري برخوردار گردند. با تحقق اين الگو افزون بر بهبود و گسترش تعادل هاي منطقه اي، اين روند به هرچه متعادل‌تر شدن نظام شهري كشور مي انجامد و از ميزان نابرابري هاي توسعه اي و جمعيتي و همچنين گسستگي اجتماعي زيادي كه در شرايط كنوني بين شهرهاي بزرگ، ميانه و كوچك هست كاسته شده و شهرهاي كوچك خواهند توانست در توسعه منطقه‌اي بيش از پيش نقش‌آفريني نمايند.

Results of Analytical Fuzzy ANP and Fuzzy VIKOR in this research show that Regional imbalance In terms of having indicators of development (49 indicators in four categories of cultural, economic, physical and infrastructural) for the four-city case study in Mazandaran province.
