چكيده فارسي :
استقرار هر عنصر شهری در موقعیت فضایی- كالبدی خاصی از سطح شهر، تابع اصول و قواعد و سازوكار (مكانیسمهای) خاصی است كه در صورت رعایت شدن به موفقیت و كارایی عملكردی آن عنصر در همان مكان مشخص خواهد انجامید؛ در غیر این صورت چهبسا مشكلاتی بروز كند. ایستگاههای آتشنشانی بهعنوان مكانی جهت استقرار تأسیسات و تجهیزات امداد و نجات، از جمله مراكز مهم و حیاتی خدماترسانی در شهرها هستند كه نقش مهمی در تأمین ایمنی و آسایش شهروندان و توسعه اقتصادی شهرها ایفا مینمایند. هدف از این مقاله مكانیابی بهینه ایستگاههای آتشنشانی در كلانشهر مشهد است. در این تحقیق از نتایج سرشماری سال 1385 و اطلاعات حوادث و حریق صورت گرفته در طول 10 سال استفاده شده است. در مجموع از 5 معیار زمان، وضعیت كالبدی شهر، مسائل جمعیتی و اجتماعی، فراوانی و پراكندگی حریقها، عوامل طبیعی و زیرساختی و دو مدل منطق فازی و روش تحلیل سلسلهمراتبی جهت شناسایی پهنههای بهینه ایجاد ایستگاههای جدید استفاده شده است. در این فرایند پس از مشخص شدن معیارها و شاخصهای مؤثر، پایگاه داده مرتبط تشكیل شد و سپس با استفاده از مدل منطق فازی لایههای اطلاعات استاندارد شدهاند. در مرحله بعد با استفاده از روش تحلیل سلسلهمراتبی وزن معیارها و شاخصهای هركدام از آنها بهدستآمده است. جهت تعیین وزن و اهمیت شاخصها، نظرات 30 نفر از مدیران و كارشناسان خبره آتشنشانی اخذ گردید. سپس لایهها به تفكیك هر معیار سنجش شده و مجموع آنها با هم تركیب شدند. در نهایت 17 پهنه بهینه بعد از سنجش عینی خروجیهای بهدستآمده مشخص گردید و 28 ایستگاه جدید در آنها مكانیابی شدند.

2. Study Area
As one of the major cities of Mashhad, Iran 's second-largest city in the country, according to the statistics of the population, especially on holidays (due to the flexible nature of pilgrims in Mashhad), seems to be insufficient and inappropriate location of urban facilities and equipment, problems citizens has created. On the other hand, in Mashhad, like other metropolitan cities are faced with the phenomenon of marginalization. the core of the physical development of the marginalized population, over time, have been ingested within the law, without any infrastructure and facilities, such spontaneously formed.
3. Material and Methods

4. Results and Discussion
The basic criteria are effective in locating fire stations.
The process of locating fire stations after analyzing the current status of all stations in the city area - no proper access to such services by using fuzzy logic and analytic hierarchy process on 31 indicators grouped in five general measures of time, physical, population, numerous fires and accidents, and natural and infrastructural factors have been identified. Accordingly, the criteria for determining the location of the station, expert opinions and perceptions of fire safety services, field researcher, the optimal area of interest was determined. All of the above criteria through modeling in localization models using fuzzy analytic hierarchy process to analyze the situation and identify the zones have been used to create new stations.

5. Conclusion
Based on the analysis of existing fire stations and locate the optimal zone, create new stations in Mashhad (eight steps) were determined by the macro and micro targets. Then, based on analysis conducted on 42 layers of GIS data production environments based on the specified models, 17 new stations were selected to create the optimal zone. In the final stage, based on the criteria for determining the location of stations, expert opinions Fire Department and field research, in addition to 30 fire stations available (up to 1386) 28 points optimized to create a new station (Map No. 4) designation and is suggested .
