تحليل و رتبه‌بندي استان‌هاي كشور ايران از نظر ظرفيت‌هاي راهبردي سرزميني

Analysis and Ranking of Provinces of Iranian Terms of Strategic Territorial Potentials

كشورهاي مختلف جهان داراي جايگاه متفاوتي به لحاظ اقتصادي، سياسي، فرهنگي، امنيتي و غيره هستند. مجموع اين عوامل سبب تعيين رتبه‌ي جهاني كشورها در ساختار ژيوپليتيك جهان مي‌گردد. اين جايگاه جهاني را ژيوپليتيسين‌ها در اصطلاح جايگاه ژيوپليتيك و مجموع و حاصل‌ضرب عواملي كه منجر به تعيين اين جايگاه ژيوپليتيك مي‌شود را وزن ژيوپليتيك مي‌گويند. بخش مهمي از عوامل تعيين كننده ي وزن ژيوپليتيك را ظرفيت‌هاي سرزميني مشخص مي‌كند. آن دسته از ظرفيت‌هاي سرزميني كه داراي نقش مهم و اساسي‌تري در تعيين وزن و جايگاه ژيوپليتيك كشور و همچنين توسعه و استقلال آن مي‌شوند، ظرفيت‌هاي راهبردي سرزميني هستند. در اين مقاله نگارنده‌گان سعي نموده‌اند تا جايگاه و نقش استان‌هاي مختلف كشور را از نظر ظرفيت‌هاي راهبردي سرزميني مورد بررسي و تحليل قرار دهند و به رتبه‌بندي استان‌ها بپردازند. در اين راستا اين سوال اساسي طرح شده است كه: چه استان‌هايي و در چه زمينه‌هايي به لحاظ ظرفيت‌هاي راهبردي سرزميني بيش ترين نقش و جايگاه را در وزن ژيوپليتيك كشور ايران دارند؟ راهبردي‌ترين استان‌هاي كشور به لحاظ مجموع ظرفيت‌هاي سرزميني كدامند؟ اين مقاله به شيوه‌اي تحليلي-توصيفي انجام شده و از نوع تحقيقات تلفيقي (كمي- كيفي) است. داده‌ها نيز از طريق كتابخانه‌اي و اسنادي و آمارنامه‌ها و سايت‌هاي معتبر سازمان‌ها و استان‌داري‌ها و وزارت‌خانه‌ها گردآوري شده است.

Different countries have a different position in terms of economic, political, cultural, security and so on. These factors would determine the global ranking of countries in the geopolitical structure of the world. This position is global geopolitical situation in terms of sum and product of the factors that contribute to determining the geopolitical position which is called geopolitical weight. Factors determine the potential for a significant part of a country determine its geopolitical weight. Territorial potentials, which have important role in determining the weight and geopolitical position of the country as well as the development and independence of their countryʹs strategic capabilities. In this paper, we have tried to study the role of the different provinces of a countryʹs strategic potential of their analysis and their provincial ranking. In this context, the fundamental question is: What are the provinces in terms of territorial strategic capabilities that have the greatest impact on the countryʹs geopolitical weight? This cross-sectional study was conducted in a manner and the form of mixed-method (quantitative-qualitative). Data of the paper have been collected from the literature and documents of the governors and institutions and reputable sites and ministries.
