Conceptualizing the Relation between General Educational System and Higher Education in Selected Countries: A Comparing Approach

بي گمان ساختار نظام آموزشي در يك كشور يكي از مهم-ترين و چالش زاترين مباحث تصميم گيري در حيطه مديريت و برنامه ريزي نظام آموزشي محسوب مي شود. مسيله تناسب يا نحوه ارتباط ميان ساختار آموزش و پرورش و آموزش عالي مقوله اي است كه در كشور ايران هميشه با نوعي قبض و بسط نظري همراه بوده است. به نحوي كه از يك سو جداسازي اين دو مسبوق به دلايل منطقي و قابل دفاع است. و از سوي ديگر گاهي اوقات زمزمه ضرورت ادغام و يكپارچه كردن آن ها مطرح مي شود. مقاله حاضر برآن بوده است تا به دور از جهت گيري ها و تعصبات سازماني و يا برخوردهاي عاطفي با اين مقوله، وضعيت موجود نسبت ميان دو نظام را با تاسي از مباني نظري و نيز مطالعات تطبيقي در كشورهاي مختلف جهان در قالب سناريوهاي مختلف به تصوير كشد. و سيمايي نسبتاً جامع از اين نسبت ها يا ارتباطات موجود را براي لحاظ كردن در تصميمات آتي فراهم سازد. در اين راستا، ضمن بررسي منابع و مدارك علمي پژوهشي، وضعيت موجود در 10 كشور منتخب از 5 قاره جهان با استفاده از روش نمونه گيري هدفمند و يا استفاده از اطلاعات جديد تبيين شده و ضمن ترسيم سناريوهاي مختلف، نتيجه را در قالب يك نشست تخصصي Focus group)) مورد اعتباربخشي قرار داده است.

Without a doubt the structure of educational system in a country is one of the most challenges and important issues in decision- making in the field of administration and planning of educational system. The problem of how general educational system and higher education are related is a concept which in Iran has always been a controversial theoretical issue so that on the one hand separation of the two needs logical and defendable reasons and one the other hand occasionally there are voices that ask for the integration of the two. This article tries to portray the current situation regarding the relation between the two systems by drawing on theoretical foundations and comparative studies in different countries and the author would do this without any biases and organizational prejudice or emotional treatment of the issue. Through comparative studies of different countries, a relatively comprehensive picture of the existing relations for future decision- making will be formed.in order to achieve this, through studying the scientific and research documents and sources, the status quo in ten selected countries form fire continent with the use of sampling method which has definite aim, and also with the use of new information, a portrayal of different scenarios will be formed and the results in a focus group will be accredited.
