Identification and analysis of relationship between strategic planning with flexibility ability and performance of higher education institutions: Shahid Beheshti University case

پژوهش حاضر با هدف شناسايي و تحليل روابط برنامه ريزي راهبردي، قابليت انعطاف پذيري و عملكرد موسسات آموزش عالي با مورد پژوهي در دانشگاه شهيد بهشتي تهران اجرا شد. روش تحقيق از نوع پيمايشي بود و جامعه آماري نمونه اي شامل كليه مديران، اعضاي هييت علمي و كارشناسان متولي برنامه ريزي راهبردي دانشگاه شهيد بهشتي تهران بودند. ابزار پژوهش پرسشنامه بود كه براي ارزيابي روايي آن از نظر كارشناسي استادان و براي پايايي كل نمرات(945/0) از ضريب آلفاي كرانباخ و براي تجزيه و تحليل داده ها از مدليابي معادلات ساختاري به روش حداقل مربعات جزيي استفاده شد. بر اساس يافته هاي پژوهش برنامه ريزي راهبردي بر انعطاف پذيري و انعطاف پذيري بر عملكرد اثر مثبت و معنادار دارد و نقش واسطه اي انعطاف پذيري در ارتباط بين برنامه ريزي راهبردي و عملكرد تاييد شد. همچنين، انعطاف پذيري پژوهشي بر عملكرد مالي و ابعاد انعطاف پذيري ساختاري و انعطاف پذيري تكنولوژيكي بر عملكرد غيرمالي تاثير مثبت و معنادار داشته است. نتايج به دست آمده از بررسي ارتباط انعطاف پذيري آموزشي و مالي بر عملكرد مالي و نيز ارتباط عملكرد غيرمالي با عملكرد مالي تفاوت معنادار نشان داد و رابطه مثبت و معنادار ميان آنها وجود نداشت.

This study was aimed to evaluate relationships between strategic planning with flexibility ability and performance of higher education institutions in Shahid Beheshti University. This research is a survey type and statistical population was included all administrators, faculty members and strategic planning officers. A questionnaire was used as a research tool. Its validity was evaluated by faculty members. The reliability of the questionnaire was determined using Cronbach alpha Coefficient (0.945). Partial Least Squares Structural Equations Modeling (PLS-SEM) was used for data analysis. According to research founding, strategic planning had significant positive effects on flexibility, and flexibility had significant positive effects on performance. In addition, the intermediary role of flexibility between strategic planning and performance was confirmed. Moreover, research flexibility had significant and positive impact on financial performance, and aspect of structural flexibility and technological flexibility had significant and positive impact on non-financial performance. The result of relationship between teaching and financial flexibility on financial performance and also relationship between non-financial performances and financial performance showed a significant difference with no significant and positive relationship.
