توافق ژنو نقطه عطفي در صحنه سياست خارجي ايران به‌طور عام و در مورد مناقشه بر سر برنامه هسته‌اي ايران به‌طور خاص بوده است. اين توافق اندكي پس از روي كار آمدن دولت روحاني، فضاي بين‌المللي در قبال ايران را تغيير داده و عزم سياسي دولت جديد براي تعامل سازنده با دنيا را در مصداقي عملي به رخ كشيده است. هرچند اين توافق اوليه فارغ از كاستي‌ها نيست، اما تاثيرات مثبت آن در عرصه داخلي و خارجي بسيار قابل‌ ملاحظه است. اين مقاله بر آن است تا به‌طور مشخص به اين پرسش پاسخ دهد كه: «تاثير توافق ژنو بر تحريم‌ها عليه ايران چه بوده است؟». به‌نظر نويسندگان توافق ژنو يا برنامه اقدام مشترك به‌طور مشخص در چهار سطح تاثير عمده‌اي بر تحريم‌ها عليه ايران داشته است: الف) اصل تحريم: اجرايي‌شدن توافق ژنو به‌طور مستقيم تخفيف تحريم‌ها را به‌دنبال داشته است؛ ب) فضاي تحريم: اين برنامه، فضاي بين‌المللي تحريم عليه ايران را نيز تضعيف كرده و مقدمه‌ساز روند غيرامنيتي كردن ايران و برنامه هسته‌اي كشور شده است؛ ج) تحريم‌كنندگان: توافق ژنو تا اندازه‌اي باعث ايجاد اختلاف ميان مجموعه تحريم‌كنندگان ايران و تغيير وزن و جابه‌جايي در صف موافقان و مخالفان تحريم شده است؛ د) اهداف تحريم: برنامه اقدام مشترك شكاف و اختلاف‌نظر در اهداف تحريم‌ها در مورد دو قطبِ برچيدن برنامه هسته‌اي ايران و شفافيت و محدوديت برنامه هسته‌اي ايران را آشكار كرده است.

Geneva accord was a turning point in Iranian foreign policy in general, and in dispute over Iranʹs nuclear program, in particular. This accord which concluded in a short time following the coming to power of Rohaniʹs government, has changed international atmosphere in favor of Iran and showed the political will of the new Iranian government for constructively interacting with the outside world. Although, this interim agreement suffers from some flaws, its positive effects in domestic and international scenes have been significant. This article tries to answer the question that "what has been the effect of Geneva accord on sanctions imposed against Iran?" In the authorsʹ opinion, Geneva accord or joint plan of action (JPA) has influenced sanctions, specifically at four levels: as the essence of sanctions: a) implementing Geneva accord has directly alleviated sanctions; b) the atmosphere of sanctions: this plan has undermined the international atmosphere of sanctions and paved the way for de-securitizing Iranʹs nuclear program; c) sanctions enforces: Geneva accord has, to some extent, prompted division among Iranʹs sanctions enforces and caused some shifts in the proponents and opponents of sanctions; d) the goals of sanctions: the JPA has exposed differences over the goals of sanctions. These goals include a wide range of options from dismantling Iranʹs nuclear program to the transparency and constraining it.
