تبيين شاخص‌هاي امنيت‌ساز در ميان اقوام ايران

Expounding the security making indices between Iran’s ethnic groups

ايران از روزگار كهن كشوري با ملتي متنوع از اقوام، فرهنگ‌ها، شيوه‌هاي زيست، مذهب و زبان‌هاي گوناگون و داراي پيوندهاي عميق تاريخي، فرهنگي و مذهبي در ميان اجزاي خود بوده است. اين كليت يكپارچه اما تحت تاثير عوامل مختلف داخلي و خارجي با چالش‌هايي مواجه مي‌شود؛ به‌گونه‌اي كه در طول زمان گاه وحدت و همبستگي ملي آن دچار آسيب‌ها و تهديداتي شده است. بنابراين مساله حفظ، تداوم و ارتقاي همبستگي و وحدت ملي همواره به‌عنوان يك هدف راهبردي مورد توجه حكومت‌هاي ايران بوده است؛ مساله‌اي كه همچنان اولويت خود را حفظ كرده است. همچنين، هر چند حضور اقوام و ايلات همواره در طول تاريخ ايران منجر به زايش و پويايي فرهنگ و تمدن كهن شده است؛ اما در عين حال، به‌دليل برخي متغيرهاي مهم و اثرگذار سياسي، اجتماعي و اقتصادي در عرصه‌هاي داخلي و خارجي، شرايط و بسترهاي بروز مشكلات و آسيب‌هاي امنيتي، در حوزه‌هاي قومي آماده و نمودار شده است. در ارتباط با مسايل امنيتي اين رويكرد، پژوهشي صورت گرفته است. بنياد پژوهش كنوني بر اين پرسش نهاده شده كه مهمترين عوامل امنيت‌ساز در ميان اقوام ايران چيست؟ روش تحقيق اين مطالعه از نوع پيمايشي و كيفي است و براي گردآوري اطلاعات آن از مطالعات كتابخانه‌اي و پرسشنامه‌اي استفاده شده است. نتايج حاصل از پژوهش نشان مي‌دهد كه توجه جدي به توسعه مناطق مرزي، تاكيد بر دين مشترك و آيين‌هاي پيوندگر(مانند عيد نوروز) و احترام به آداب و رسوم اقوام از مهمترين عوامل امنيت‌ساز محسوب مي‌شوند.

Iran has been a multinational country with various peoples, cultures, life styles, religions and languages. This Nation has had deep historical, cultural and religious ties with each others. But this integrated totality has been faced challenges by internal and external factors. Sometimes their national unity and solidarity has been damaged or threatened. Therefore, governments have always been interest in preservation, continuation and promotion of national unity and solidarity as a strategic objective. This problem has held its priority. Also, existences of ethnic groups and tribes have always led to the cultural liveliness. However, some problems and security deficiency have been revealed in ethnic arenas, due to some important political, social and economic varieties at internal and external levels. This research is conducted in relation to security issues of this approach. Current research is based on this important question “what are the main factors of security making between Iran’s ethnic groups?” The research methodology adopted is descriptive- analytic and the data- gathering procedure is library and field finding. The finding of the current research reveals that attention to the boundary regions development, emphasis on common religion and respect to the ethnic’s customs are the main important security making factors.
