تبيين نقش منفي پديده قاچاق در امنيت ملي و رضايتمندي عمومي

Expounding the Negative Effects of Smuggling on National Security and Public Satisfaction

امنيت از مهمترين مولفه‌ها و دغدغه‌هاي هرحكومت استكهم دربخش‌هاي مختلف اقتصادي،سياسي،اجتماعي وفرهنگي وهم درسطوح ملي و بين‌المللي قابل طرح،بررسي وپيگيري است. وجود يا نبود امنيت كه نشان‌دهنده كارآيي و كارآمدي حكومت است در رضايت و نارضايتي و همراهي يا همراهي نداشتن مردم با حكومت نقش بسيار مهمي دارد. گفته مي‌شود حكومتي كه نتواند سطح مناسبيا ز امنيت را در جامعه خود برقرار سازد گرفتار نارضايتي و بي‌ثباتي داخلي مي‌شود و در چنين شرايطي پايداري آن به خطر خواهد افتاد. قاچاق از پديده‌هايي است كه در حوزه وظايف و كاركردهاي نظارتي و كنترلي حكومت قرار دارد و برخورد حاكمان با اين موضوع از جنبه‌هاي گوناگون در امنيت جامعه اثرگذار است و در نتيجه در رضايتمندي از حكومت تاثير بسياري دارد. هر چند در ظاهر، قاچاق بر وضعيت اقتصادي كشورها اثرگذار است، اما بررسي‌ها نشان مي‌دهد كه علاوه بر اقتصاد، جنبه‌هاي ديگري از حكومت و حاكميت يك كشور از وجود قاچاق آسيب مي‌بيند. وجودهرشكل از قاچاق در يك كشور،بر مولفه‌هاي تشكيل‌دهنده آن (سرزمين،ملت و حكومت) موثر است و ناتواني دركنترل اين پديده به امنيت و در نتيجه رضايتمندي عمومي حكومت نزد مردم آسيب مي‌رساند. بررسي نشان مي‌دهد كه قاچاق،هم پيامد ناكارآمدي حكومت و ناامني است و هم علت آن. در حقيقت رابطه علت و معلولي ميان امنيت و قاچاق وجود دارد. اين تحقيق براي تبيين اين فرضيه و به روش توصيفي ـ تحليلي مبتني بر مطالعات كتابخانه‌ايا نجام شده است.

Security is one of the most important components and considerations of all governments and it can be studied in various sections including economic, political, social and cultural sections and at both national and international levels. Security which shows government efficiency plays an important role in the public satisfaction with the government. It is said that a government which is not able to establish an adequate level of security in its own society, will be faced a popular dissatisfaction and internal instability and, in this conditions, its survival will be endangered. Smuggling is an issue that is one of the government responsibilities and functions and the governorsʹ treatment with this problem affect the security of society and citizensʹ satisfaction with the government. Although it seems that smuggling affects the economic conditions of countries, in addition to economy, it harms other aspects of government and its sovereignty. Using a documentary method, this research is an attempt to evaluate this hypothesis: “the existence of any kind of smuggling in a country affects its composing elements -territory, nation and government- and disability in controlling this problem harms security and, thus, public satisfaction with government”. This study reveals that smuggling is not only the effect of a weak and inefficient government, but also its cause. In other words, there is a cause-and-effect relation between insecurity and smuggling.
