چكيده فارسي :
عوامل جغرافيايي و ژيوپليتيك، از نظر تاريخي همواره نقش محرك و ترغيب كننده اي براي سياست‌مداران، فرمان‌روايان و راهبردپردازان داشته است؛ كشورهاي مختلف دنيا با بهره گيري از ظرفيت هاي جغرافياي سياسي و ژيوپليتيك خود، سعي در حفظ ثبات و ارتقا جايگاه خود در مناسبات ژيوپليتيك منطقه اي و جهاني دارند. اتخاذ چنين رويكردهايي در سياست خارجي همواره موجب تقابل و تعارض كشورهاي يك منطقه مي شود، اين بدين خاطر است كه بازيگران منطقه اي ممكن است برداشت هاي متفاوتي از امنيت و منافع داشته باشند. در بين كشورهاي منطقه ي خليج فارس، قطر از جمله كشورهايي است كه در جريانِ تحولات منطقه اي، كنش و پويش هايي ژيوپليتيك داشته كه فراتر از واقعيت هاي جغرافياي سياسي اين كشور است؛ چرا كه در سنخ شناسي و سلسله مراتب كشورها و قدرت ها در ساختار هرم قدرت جهاني، اين كشور در زمره ي قدرت هاي محلي جاي مي گيرد. حال آن كه با وجود داشتن وسعت و جمعيت كم، قرارگرفتن در بين دو قدرت منطقه اي، پيشينه تاريخي اندك، درگيري و اختلاف سرزميني با همسايگان، نظام سياسي موروثي و فقدان عمق سرزميني، توانسته است در سياست خارجـي، در سطوح منطقه اي و فرامنطقه اي كنش هايي فراتر از واقعيت هاي خود را به نمايش گذارد. اين مقاله در پي فهم و تحليل چرايي و چگونگي اين كنش هاي فرامنطقه اي و تاثير آن بر امنيت ملي ايران است و در اين راستا عوامل، راهبردها و اهداف اين كشور را مورد واكاوي و بازنمايي قرار داده است. به نظر مي رسد راهكارها و پويش هاي برخاسته از موقعيت ژيوپليتيكِ اين كشور از قبيل: توسل به ديپلماسي ميانجي گري، استفاده از راهبردهاي اقتصاد سياسي بين المللي، در پيش گرفتن ديپلماسي رسانه اي، ورزشي، مذهبي، تنش‌زدايي با كشورهاي همسايه و حل‌وفصل اختلافات سرزميني و نيز ميزباني از كنفرانس هاي علمي و سياسي از عواملِ بسترسازِ گسترش نفوذ اين كشـور محسوب مي‌گردند، چنين گسترش حوزه ي نفوذي از پتانسيلِ تهديدآفريني براي امنيت ملي ايران برخوردار است.

From historical point of view, Geographical and geopolitical factors have always had an encouraging role for politicians, rulers and strategists. Various countries of the world by using their geopolitical political-geographical potentials, try to maintain stability and to enhance their status in geopolitical regional and global relations. Adopting such approaches in foreign policy always cause conflict and confrontation among the countries of a region, because regional players may interpret security and interests differently. Among Persian Gulf countries, Qatar is a country which has been geopolitically active in regional dynamics, far more than the realities of political-geography of this country. In the hierarchy of countries in global pyramid of power, Qatar is a local power. Despite the small area and population size of this country, locating between two regional powers, short historical background, territorial disputes and conflicts with neighbors, political system of hereditary succession and the lack of territorial depth, this country could have acted much better than its realities in foreign policy and regional and extra-regional levels. In this essay, the authors aim to analyze how and why Qatar’s regional and extra-regional actions can influence Iran’s national security; so, the essay examines and represents this country’s factors, strategies and goals. It seems that the solutions and dynamics, such as applying mediating diplomacy, using the tactics of international political economy, applying sport, media and religious diplomacy, pursuing a policy of detente with neighboring countries, resolving territorial disputes, and hosting scientific and political conferences, which are the results of the geopolitical position of this country, help to expanding sphere of influence of this country; Such expanding has the potential to threaten Iran’s national security.
