تحليل اثرات اجراي طرح هادي بر بهبود كيفيت زندگي در روستاهاي بخش مركزي شهرستان رشت

An Analysis of the Effects of Guiding Plan on the Improvement of Quality of Life in Villages of Central District in Rasht County

هدف: طرح هادي روستا از جمله طرح هاي عمران روستايي است كه مي تواند نقش بنيادي و زير بنايي در توسعه همه جانيه مناطق روستايي داشته باشد از اين رو در اين مقاله تلاش شده اثرات اجراي طرح هادي بر بهبود كيفيت زندگي روستاييان بررسي شود. روش: روش تحقيق توصيفي - تحليلي و جمع آوري اطلاعات به صورت اسنادي و ميداني بوده است. جامعه آماري اين تحقيق روستاهاي بخش مركزي شهرستان رشت مي باشد كه در دو گروه روستاهاي داراي طرح هادي اجراشده و داراي طرح هادي آورده شده و از هر گروه با توجه به رتبه بندي جمعيتي 4 روستا به صورت نمونه گيري احتمالي انتخاب گرديده است. با استفاده از جدول استاندارد شده مورگان، حجم نمونه آماري (378 مورد) مشخص و به روش سهميه اي بين روستاهاي مورد مطالعه توزيع شده است. يافته ها: داده ها با استفاده از آزمون t، مان ويتني و رگرسيون مورد تجزيه و تحليل قرار گرفته است. نتايج نشان داد كه اجراي طرح هادي تنها در بعد اقتصادي كيفيت زندگي در روستاهاي بخش مركزي شهرستان رشت تاثير مثبت و معناداري داشته ولي در ابعاد اجتماعي، كالبدي و محيطي تاثير چشمگيري نداشته است. در طول تحقيق مشخص شد آگاهي روستاييان از اجراي طرح هادي گامي مثبت در بهبود كيفيت زندگي بوده و كيفيت زندگي در روستاهاي داراي طرح هادي اجرا شده و روستاهاي داراي طرح هادي متفاوت است. محدوديت ها:دستيابي به اطلاعات و بررسي كيفيت زندگي روستاييان ازچالش هاي پژوهش حاضرمحسوب مي شود. راهكارهاي عملي:با توجه به يافته ها، توجه به همه ابعاد كيفيت زندگي و آگاهي دادن به روستاييان جهت ايجاد حس مشاركت و بهبود كيفيت زندگيشان پيشنهاد شده است. اصالت/ارزش: ارزيابي اثرات اجراي طرح هادي، موضوع مهمي است كه مي تواند منجر به آگاهي از ديدگاه ها و عقايد كارشناسان، شناسايي نقاط قوت و ضعف طرح ها و برنامه هاي توسعه اي روستايي فراهم نمايد.

Purpose: Guiding plan for the village is among rural development projects that has a fundamental role in the comprehensive development in rural areas. Hence, this article tries to check the effects of implementing the guiding plan on improving the life quality of villagers. Methodology: The research method is descriptive - analytical and data is collected from library and field studies. Statistical population of this research are villages of central city of Rasht which are shown in two groups: implemented guiding plan villages and currently having guiding plan, and then according to ranking population, four villages were selected through random sampling. By using Morgan tables the number of samples was determined (378 samples) and distributed between noted villages by using rational method. Finding: The collected data were analyzed using the t-test, Mann-Whitney test and regression. The results showed that the implementation of the guiding plan have a positive impact just on the economic dimension of quality of life in the villages of central city of Rasht but has no significant impact on the social, physical and environmental dimensions. During the investigation, it was found that informing the villagers of the implementation of the guiding plan was a positive step in improving the quality of life and the quality of life is different between implemented guiding plan villages and currently having guiding plan. Research limitation: Achieving Information and checking the quality of rural life were among the challenges of this study. Practical implications: According to the obtained results, attending to all dimensions of quality of life and also awaring villagers is very important in creating a sense of participation and life quality Original/value: Evaluation of the implementation of guiding plan is an important topic that can lead to be aware of the views and the opinions of experts, identification of strengths and weakness of designs and rural development programs.
