بررسي جايگاه درآمد‌هاي محلي در تامين بودجه سالانه دهياري‌ها و عوامل موثر بر آن (مطالعه موردي: استان خراسان شمالي)

Survey of Local Revenues in Annual Funding Dehyaries and Factors Affecting it(Case Study: North Khorasan Province)

هدف: دهياري‌ها يك نهاد عمومي غيردولتي با شخصيت حقوقي مستقل هستند كه برخي از خدمات عمومي را در محدوده قانوني و خدماتي روستاها انجام مي‌دهند. هدف اصلي از انجام تحقيق حاضر، بررسي وضعيت منابع درآمدزاي محلي در سطح دهياري‌هاي استان خراسان شمالي و عوامل موثر بر ميزان درآمد محلي و درصد آن در كل درآمد سالانه هر دهياري مي‌باشد. روش: روش تحقيق در اين مطالعه، ازنظر هدف، كاربردي و ازنظر روش، توصيفي- تحليلي و همبستگي است. جامعه آماري تحقيق، 678 روستاي داراي دهياري واقع در استان خراسان شمالي در سال 1392 هستند و حجم نمونه، 58 روستا است كه با استفاده از فرمول كوكران محاسبه شده است. يافته‌ها: سهم درآمدهاي محلي از كل درآمد سالانه دهياري‌ها، كمتر از 8/15 درصد است و در توزيع فضايي آن در شهرستان‌ها، بالاترين ميزان درآمدزايي محلي به شهرستان شيروان با 1/28 درصد و پايين‌ترين آن به شهرستان تازه تاسيس و مرزي راز و جرگلان (وحدت) با ضريب 1/1 درصد اختصاص يافته است. ازبين ويژگي هاي مكاني و فضايي روستاهاي موردمطالعه، فقط بين تعداد جمعيت و نرخ رشد جمعيت در نيم دهه 1390-1385، رابطه معناداري با شاخص‌هاي درصد درآمد محلي از كل درآمد سالانه، با ضريب 481/0 تا 622/0 و با ميزان كل درآمد محلي هر دهياري، با آماره 442/0 تا 795/0 وجود داشته است. محدوديت‌ها/ راهبردها: دست‌يابي به اطلاعات مالي دهياري‌ها از چالش‌هاي پژوهش حاضر محسوب مي‌شود. راهكارهاي عملي: با توجه به يافته‌ها، راهكارهاي تهيه طرح جامع راهبردي درآمدي پايدار دهياري ها، تاسيس انواع شركت هاي تعاوني و متمركزكردن ماشين آلات دهياري ها در آن، تعيين حريم براي روستاها براي دريافت عوارض از معادن و كارخانه ها، افزايش سهم درآمدهاي جرايم راهنمايي و رانندگي و غيره پيشنهاد شده است. اصالت و ارزش: پژوهش حاضر از اين نظر داراي اهميت است كه مي‌توان با شناسايي سهم درآمدهاي محلي، به افزابش اين منابع و بالابردن ضريب توفيق دهياري‌ها اقدام نمود.

Purpose: Dehyaries (Rural Mayer) a public institution with legal personality independent non-governmental that some public services and forensic services in rural areas do.The main objective of the research was to study the sources of local income in the province has Dehyaries and factors affecting local income and percentage of the total annual income of the two which is. Methodology: This study is an applied research and it used descriptive - analytic method for analysis. The village has a population of 678 Dehyari North Khorasan Province in 2013 and included 58 villages on Cochran is calculated using the formula. Finding: Local revenue share of total annual income of less than 15.8 percent and Dehyaries and its spatial distribution in the Counties with the highest rate of 28.1% in Shirvan County and a low income community to the newly founded County of border Raz & Jargalan (Unity) by a factor of 1.1% has been allocated.
