Assessing of the Contribution of Sustainability Indicators in a Healthy Urban City (case study: Arak city, Iran)

پايداري در سلامت شهري نيازمند تعيين شاخص هاي موثر از جنبه هاي مختلف اقتصادي- اجتماعي و محيط زيستي است. توسعه شاخص هاي متناسب و يافتن مناسب ترين روش جهت كمي سازي اين شاخص ها در تعريف پايداري از اركان مهم در تبيين برنامه ها و تصميم گيري هاي كلان سلامت شهري است. در اين مقاله ابتدا به بررسي شاخص هاي مختلف پرداخته مي شود و سپس با استفاده از تكنيك هاي تصميم گيري چند معياري به معرفي روشي متناسب جهت تعيين وزن هر يك از شاخص هاي پايداري و در نهايت اولويت بندي آنها پرداخته مي شود. اين روش علاوه بر كمي سازي شاخص هاي سلامت شهري، امكان انتخاب بهينه را به سياستگذاران مي دهد تا با ارزيابي سناريوهاي مختلف به پايدارترين و سالم ترين محيط هاي شهري نايل شوند. خبرگان شهراراك كه داراي سابقه مديريت شهري بوده اند در تخصص خود اقدام به وزن دهي معيارها با توجه به تكنيك ANP نموده اند. نتايج مبين شاخص هاي مناسب در بخش هاي مختلف اقتصادي، اجتماعي و محيط زيستي جهت نيل به توسعه پايدار شهري است. تركيب نظرات كارشناسي و قابليت هاي روش تحليل شبكه اي به عنوان مزيت اين تحقيق امكان انتخاب بهينه را به سياستگذاران خواهد داد. وزن دهي منطقي شاخص هاي پايداري از مزاياي ديگر اين تحقيق است.

Sustainability in healthy urban systems required to determine some effective indicators in different aspects of economic, social and environment. Development of appropriate indicators and find the most suitable method for the quantification of sustainability indicators are important elements in explaining urban health programs and taking important decisions. In this paper, at first the various parameters in three cluster of social, economic and environment are collected and then using Analytic Network Process (ANP) as a MCDM technique tried to introduce appropriate method to determine the weight of each indicator and then find a way for prioritization of sustainability indicators. This method helps to quantify urban health indicators. In addition, using this method optimal choice of policy makers to assess various scenarios to achieve sustainable and healthy urban environments can be achieved. City urban management experts who have at least five years experience in their specialty have been chosen and they tried to weight criteria and indicators according to the technique of ANP. Results show the appropriate indicators in different sectors of economic, social and environment to achieve urban sustainable development. Combined expertise and capabilities of Analytic Network Process as a benefit of this research will enable policy makers to make optimal choices. Another benefit of this research is the reasonable weighting of sustainability indicators.
