ارزيابي و تحليل شاخص هاي چندگانه كمّي و كيفيِ كاربري اراضي در شهرهاي نوبنياد(مطالعه موردي: شهرسرخنكلاته استان گلستان)

Evaluation and analysis o quality and quantity multifaceted indices of land use in newly established cities (Case study: Sorkhankalateh City, Golestan Province)

تحقيق حاضر با علم به اهميت مقوله كاربري زمين و تاثير آن در مصرف بهينه زمين هاي شهري، ضمن بررسي ديدگاه هاي نظري و روند علمي چگونگي ارزيابي كاربري اراضي شهري در ايران و جهان، مشخصاً به تحليل و ارزيابي اين مهم در شهر نوبنياد سرخنكلاته گلستان با روش تحليلي-تطبيقي پرداخته است. همچنين نظرسنجي از شهروندان به همراه مشاهدات ميداني و مصاحبه با شهروندان نقاط مختلف شهر در ارتباط با كاربري اراضي ، از ديگر محورهاي اصلي پژوهش حاضر بوده و نتايج حاصل از آن نشان مي دهد كه كاربري هاي مسكوني، تجاري، اداري و تاسيسات و تجهيزات شهري، تغييرات چشمگيري داشته، در حالي كه ساير كاربري ها با تحول خاصي رو به رو نبوده، بطوري كه در اكثر آن ها با كمبود هم مواجه مي باشد. همچنين نتايج نهايي از تحليل ماتريس هاي چهارگانه و تنظيم ماتريس تركيبي، بيانگر آن است كه ارزيابي كيفي و روند استقرار و كاركردهاي متقابل كاربري هاي شهري، در شرايط فعلي چندان مطلوب نمي باشد كه اين عدم سازگاري در سطح محلات مقصوتي، مازرلو و محلات مهاجرنشين هراتي و همت آباد، نسبت به ساير محلات از وضعيت بدتري برخوردار است. در نهايت با توجه به ابعاد مختلف مطالعاتي، پيشنهاداتي جهت كاهش و يارفع مشكلات موجود اريه گرديده است .

The present study with the knowledge of the importance of the use concept and its effect on the better use of urban land, besides analyzing theoretical vies and the scientific procedure of the evaluating lands use in Iran and the world, specifically analyses and evaluates this important point in the newly settled city of Sorkhankalateh in Golestan with the analytic-comparative method. Also, a survey done on citizens with field observations and interviewing citizens of different parts of the city in relation with land use, is of major points of the present research and the obtained results show that constructive, commercial, administrative and urban installations and facilities had eye-catching changes while other uses did not face specific reform in a way that it focuses shortage in most of them. Also, the final result of the four lateral matrix analysis and compound matrix show that the quality evaluation and the procedure of establishment and mutual functions of urban uses is not suitable enough that this incompatibility in Maqsoudi and Mazarlou neighborhoods and the immigrant neighborhoods of Harati and Hematabad had worse conditions than others. Finally, considering different study aspects, some suggestions to remove or reduce the present problems have been proposed.
