The Idea of Language Planning in the Qajar Period

در هر جامعهاي، به طور معمول، از ميان زبانها، گويشها يا لهجههاي آن، يكي ـ به دلايل تاريخي، سياسي، اجتماعي، ديني ... يا مجموعه همه يا برخي از آنها ـ داراي جايگاه ويژهاي است. در طول تاريخ آن جامعه نيز به اين زبان، گويش يا لهجه توجه بيشتري شده، و تلاشهاي هدفمندي براي حفظ، ارتقا جايگاه و گسترش كاركردها و كاربردهايش انجام گرفته است. اين قاعده درباره زبان فارسي، به عنوان زبان مشترك مردم ايران، نيز جاري است، چراكه با توجه به جايگاه اين زبان در جامعه ايراني، بسياري راه برونرفت از مسايل جامعه را توجه به زبان فارسي و اصلاح ناكارآمديهاي خط و آموزش آن ديدهاند. در دوره قاجار به عنوان بخشي از دوران معاصر ايران، افرادي راهحل مسايل را در اصلاح خط، شيوه نگارش و آموزش زبان فارسي و ارتقا جايگاه آن ميديدند. يكي از مسايلي كه در اين زمينه مطرح ميشود اين است كه ديدگاههاي اين افراد بر چه مبنايي استوار بوده است. در اين پژوهش كوشش شده است به دو پرسش پاسخ گفته شود، يكي اينكه ديدگاههاي اين افراد با چه هدفي مطرح شدهاند، و ديگر اينكه اين ديدگاهها داراي چه مبناي زبانشناسي هستند. بررسي انديشههاي اين افراد نشان ميدهد كه در اين دوره ديدگاههاي درخور توجهي درباره برنامهريزي زباني مطرح شده كه برخي از آنها مبتني بر دانش و فهمِ درست زبانشناسي است. نكته ديگر اين است كه بسياري از مسايلي كه در اين حوزه در آن دوران مطرح و به خوبي تحليل شده بود، هنوز باقي است، و تدبيري براي حل آنها انديشيده نشده است.

In all societies, based on historical, political, social, or religious reasons, a language, dialect or a linguistic variety of has a special status, in a way that this language, dialect or linguistic variety has been supported during the history of that society, and a purposeful series of attempts has been done to promote the status of that language or for expanding its functions or areas of use. This can be said for the Persian language, as the Iranian’s lingua franca and formal language. Therefore, many believe that in order to resolve the problems of Iranian society, you must pay attention to the Persian language and reforming its alphabet and teaching methodology. Qajar period, as an important part of the contemporary history of Iran, is unique for its viewpoints on the status of Persian language and the need for its planning. Therefore, one of the problems is to recognize the foundations of these viewpoints. This study is an attempt to answer mainly two questions: What kinds of goals have these people had in posing these ideas? What are the linguistic bases of these viewpoints? Investigating these viewpoints reveals that in the Qajar period, there have been remarkable ideas about Persian language planning some of which can be justified based on modern ideas in language planning. The important point is that a number of the key problems recognized in the period has remained unresolved to todayʹs Iran.
